RESOLUTION NO. 11
A RESOLUTION OF THE MIAMI CITY COMMISSION
EXPRESSING ITS SUPPORT OF THE AMERICAN
HERITAGE TRUST ACT AND STRONGLY URGING
PASSAGE OF S.B. 2199 AND H.R. 4127 BY THE
U.S. SENATE AND THE U.S. HOUSE OF
REPRESENTATIVES; FURTHER DIRECTING THE CITY
CLERK TO TRANSMIT A COPY OF THIS RESOLUTION
TO THE WITHIN NAMED OFFICIALS.
WHEREAS, the City of Miami recognizes the need to
rehabilitate its inner City parks; and
WHEREAS, there currently is no funding source for grants for
such badly needed rehabilitations; and
WHEREAS, the President's Commission on Americans Outdoors
(PCAO) recognized the need to provide funding for inner City park
rehabilitation; and
WHEREAS, the PCAO recommended that a self-sustaining,
dedicated trust be established, providing $1 billion a year to
help pay for federal, state and local park land acquisition, and
state and local park facility development and rehabilitation; and
WHEREAS, Representative Morris Udall (D-Arizona) has
introduced H.R. 4127, the American Heritage Trust Act; and
WHEREAS, Senator John Chafee (R-Rhode Island) has introduced
the companion bill, S.B. 2199; and
WHEREAS, said bills propose to implement the herein stated
recommendation of the President's Commission on Americans
Outdoors;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The Miami City Commission hereby expresses
its support of the American Heritage Trust Act and strongly urges
passage of S.B. 2199 and H.R. 4127 by the U.S. Senate and the
U.S. House of Representatives.
Section 2. The City Clerk is hereby directed to transmit
a copy of this Resolution to President Ronald Reagan; Vice -

Dear Ms. Hirai:
The Office of the President has asked that we provide a further response
to your letter of August 26, transmitting to the White House a resolution
of the Miami City Commission urging passage of the American Heritage Trust
Oct.
The National Park Service administers Land and Water Conservation Fund and
Urban Park grants to States and localities. Therefore, we are well aware
of the many benefits which these assistance programs have brought to city
residents over the last two decades.
However, with the current Federal budget, the additional spending called
for by the American Heritage Trust proposal would either add to the Federal
deficit or require tax increases which are opposed by the Administration.
For this reason, the Department of the Interior has expressed its opposition
to enactment of H.R. 4127 or S. 2199.
We appreciate the city of Miami's continuing interest in National Park
Service programs.

Dear Matty:
Thank you for contacting me to share your thoughts. I appreciate
hearing from you and having the benefit of your views.
The United States has built a federal land conservation system that is
the envy of the world. We were first in the world to create a nation-
al park system, first to establish a wildlife refuge system, and first
to set aside pristine wilderness areas for permanent protection and
preservation in their natural state.
Now, if we aren't careful, the demands of our increasing population
could jeopardize even those valuable resources we have taken measures
to protect. This is especially a problem in South Florida where the
growing population is putting the sensitive environment at risk. Un-
fortunately, the current Administration has continually delayed Con-
gressional efforts to use funds appropriated to the Land and Water Con-
servation fund for land acquisition.
I am very interested in Senator Chafee's legislation which would take
the current unappropriated balance of the Land and Water Conservation
Fund, estimated to be $6 billion, and invest this money in Government
securities that generate interest. This bill would then allow for in-
terest from the fund to be automatically appropriated for land acquisi-
tion projects. However, this sort of automatic appropriation may be
in conflict with the Budget Act, so I need to take a closer look at
the proposed financing mechanism. I appreciate knowing of your sup-
port and will work with Senator Chafee on this issue.
