A RESOLUTION APPROVING THE TRADE-IN OF ONE - HUNDRED FOUR B-21 MICROCOMPUTERS TOWARD THE PURCHASE OF ONE -HUNDRED FOUR B-25 MICROCOMPUTERS FROM UNISYS CORPORATION, UNDER AN EXISTING DADE COUNTY CONTRACT FOR THE PURPOSE OF USING THE TECHNOLOGICAL ADVANCEMENTS OF THE B-25 MICROCOMPUTERS TO ACHIEVE SIGNIFICANT PERFORMANCE AT A LOWER COST IN THE AREA OF INFORMATION PROCESSING AS WELL AS TO HAVE THE FLEXIBILITY OF CUSTOMIZING CONFIGURATIONS, ADDING DIFFERENT OPTIONS AND USING AN ASSORTMENT OF SOFTWARE AND APPLICATIONAL PACKAGES NOT AVAILABLE TO THE B-21 WORKSTATIONS, IN ADDITION, TO ACHIEVE A REDUCTION IN MAINTENANCE COST OF 62%; ALLOCATING FUNDS THEREFOR FROM THE COMPUTER DEPARTMENT'S CAPITAL IMPROVEMENT PROJECT NO. 315231, INDEX CODE 469401-880, AND FROM THE DEPARTMENTAL OPERATING BUDGETS OF THE VARIOUS CITY DEPARTMENTS IN THE TOTAL AMOUNT OF $54,765.03 FOR THE FISCAL YEAR 1988-99 PAYMENT, AT A TOTAL COST OF $240,266 OVER A FIVE (5) YEAR PERIOD; AUTHORIZING ACCEPTANCE OF THE DONATION TO THE CITY BY UNISYS OF THE B-21 MICROCOMPUTERS BEING TRADED -IN FOR THE PURPOSE OF DISTRIBUTION BY THE CITY COMMISSION TO VARIOUS LOW INCOME NON-PROFIT GROUPS; WHEREAS, the five year data processing plan prepared for the City and approved by the Commission on September 7, 1983 called for the development of a unified policy on the acquisition and support of word processing and microcomputers; and WHEREAS, there are one -hundred four B-21 microcomputers which are part of the over three -hundred fifty microcomputers that have been installed in city-wide departments to provide a multitude of applications; and WHEREAS, technological advancements have made the B-21 microcomputers obsolete with a maintenance cost that is currently 62% higher than that of a B-25 microcomputer and which maintenance cost continues to increase every year; and WHEREAS, significant performance improvements can be achieved by the use of B-25 microcomputers in the area of storage and memory capacity as well as information processing; and WHEREAS, the B-25 modular design allows customized configurations and options such as graphics slice, hard disk, CITY COMMISSION MEETING OF JUL 144 ` 91988 `� RESOLUTION No. —633 1EMARKS. tape backup, port expansion, intelligent data communications module, PC compatibility module, additional memory expansion and an assortment of different printers with the flexibility of swapping out of modules instead of upgrading a complete workstation; and WHEREAS, future software releases and application packages will enhance the B-25 workstation by providing significant new functionality, enhanced ease -of -use, and a platform for future applications growth which is no longer compatible with the B-21 workstation; and WHEREAS, funds for this purchase are available in the Department of Computers Capital Improvement Project No. 315231, Index Code 469401-880, and from the departmental operating budgets of the various city departments, in the total amount of $54,765.03 for the Fiscal Year 1988-89 payment at a total cost of $240,266 over a five (5) year period; and WHEREAS, there is a currently effective Dade County Contract No. #1059-7/31/87-OTR with UNISYS Corporation for furnishing microcomputers and associated peripheral equipment; and WHEREAS, the City Manager and the Director of the Department of Computers recommend that the purchase of said equipment from the UNISYS Corporation be approved; and WHEREAS, Unisys Corporation will donate the one -hundred four B-21 microcomputers to the City for the purpose of being distributed by the City Commission to various low income non- profit groups for the purpose of enhancing the computer skills of the community; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Manager is hereby authorized to instruct the Chief Procurement Officer to issue purchase orders, under the existing Dade County contract with UNISYS Corporation, with the trade-in of B-21 microcomputers, for the purchase of B-25 2 - i�8-63; � 1 4 microcomputers for the purpose of using the technological advancements of the B-25 microcomputers to achieve significant performance at a lower cost in the area of information processing as well as to have the flexibility of customizing configuration, adding different options and using an assortment of software and applicational packages not available to the B-21 workstations, in addition to achieve reduction in maintenance costs of 62% using funds therefor hereby allocated from the Department of Computers Capital Improvement Project No. 315231, Index Code 469401-880, and from the departmental operating budgets of the various city departments in the total amount of $54,765.03 for the Fiscal Year 1988-89 payment, at a total cost of $240,266 over a five (5) year period. Section 2. The acceptance of the donation to the City by Unisys of the B-21 microcomputers that are being traded in as set forth in Section 1 hereof is hereby authorized for the purpose of distributing said microcomputers to various low income non-profit groups as directed by the City Commission. FLORIDA INTER -OFFICE MEMORANDUM TO The Honorable Mayor and Members DATE FILE of the City Commission JUL���III Cesar Odio FROM City Manage RECOMmENDAT ION SUBJECT RESOLUTION AUTHORIZING LEASE/PURCHASE OF UNISYS MICROCOMPUTER/PERIPHERAL EQUIPMENT REFERENCES ENCLOSURES It is respectfully recommended that the City Commission adopt the attached resolution to upgrade the existing B21 workstations to B25 workstations for the purpose of adding flexibility, capability, and productivity of microcomputers within the City of Miami. Furthermore, Unisys Corporation has committed to donate the B-21's to the City, to be allocated and distributed by the City Commission to low income non profit groups for the purpose of enhancing the computer skills of the community. For the fiscal year 19SS-89 the City of Miami will save approximately $36,000 in lease and maintenance payment. BACKGROUND The City of Miami entered into agreement with the Unisys Corporation in 1983 to acquire the B20 series of workstations. This was done after careful analysis of the City of Miami's computer needs. In the five years since we acquired the first Unisys workstations, technological advancements have given the B25 workstation significant advantages over its B21 predecessor. Unisys has presented a proposal to the City of Miami to trade-in our existing B21 workstations for B25 workstations. Thee are many advantages to upgrading to the Unisys B25 workstations, some of which include the significant performance improvements in the processing of information, and the increased storage and memory capacity of the B25. In addition, the B25 workstations modular design allows customized configurations to be created to respond to changing requirements by expanding the workstations. Options include a graphics slice, floppy disk drive, hard disk, tape backup, port expansion, intelligent data communications module, PC compatibility module, voice module, additional workstation memory, and many different printers. The modular design of the B25 workstation also offers greater flexibility for future upgrades. The individual modules can be swapped out to take advantage of technological advancements without having to upgrade the entire workstation. Page 2 The Honorable Mayor and Members of the City Commission Furthermore, future software releases are no longer compatible with the B21 workstation excluding them from taking advantage of new software releases and packages. The new software packages enhance the B20 workstation by providing significant new functionality, enhanced ease -of -use, and a platform for -future applications growth. Finally the donation to the City of the B-21 workstations by Unisys Corporation for the purpose: of improving the computer skills of the community specifically in low income areas, can be of tremendous assistance in upgrading the skill levels of these persons who most likely would not have had the opportunity to learn or improve their computer skills due to the cost of purchasing these types of equipment. In summation, these micro computers will continue to provide all City Departments with efficient and productive office automation equipment for the least cost, in addition to the donation of the old equipment helping improve the skills of the low income persons of the community.
