TO PUBLISH A FREE ECONOMIC PROFILE OF THE CITY OF MIAMI/DADS COUNTY, s i WHEREAS, it is the policy of the City to promote economic development by attracting new businesses to the area, and providing relevant information on the City to the prospective businesses; and WHEREAS, U.S. Impressions Inc. has submitted a proposal to the City to publish an Economic Profile of the City of Miami/Dade County; and WHEREAS, the Economic Resource Profile shall contain valuable economic development related information on the City of Miami/Dade County; and WHEREAS, the entire cost of production and publication of the Economic Profile shall be offsetted by the advertisement revenues generated by the proposer; and WHEREAS, the copies of the Economic Profile shall be given to the City as a gift without any financial bearings; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI, FLORIDA: SECTION 1. The City Manager is hereby authorized to accept the proposal made by the U.S. Impression Inc. to publish a free Economic Profile of the City of Miami/Dade County. SUBJECT U.S. Impressions Inc. to Publish a Free Economic Profile of the City of Miami REFERENCES For City Commission ENCLOSURWPeeting of 07/1 4/88 It is respectfully recommended that the City Commission approve the attached resolution to authorize the City Manager to accept a proposal made by the U.S. Impression Inc. to publish a free Economic Profile of the City of Miami/Dade County. BACKGROUND: The Department of Development recommends the proposal presented by the U.S. Impressions Inc. to publish a free Economic Profile (ERP) of the City of Miami/Dade County. The ERP shall contain information concerning the economic, cultural, social and governmental characteristics of the City of Miami/Dade County. A significant portion of the ERP will be set aside for commercial advertisement which will compensate the cost of the project. The proposer will provide the City as many as 20,000 copies of the ERP which will be utilized to market the City for business investments. Although, the entire project will be paid by the proposer, a high ranking City official (Mayor) is expected to endorse the project by furnishing a cover letter on City letterhead. The letter will describe the project to the business community at large, and ask for their cooperation and assistance. The Law Department has reviewed the proposal and has not found any discrepancy with the City Codes. The Department of Development previously submitted an agenda item to seek the City Commission's approval for the proposal made by the U.S. Impressions Inc. On June 09, 1988, the City Commission reviewed the recommendation and requested additional information pertaining revenues that are associated with the production of the proposed Economic Profile (ERP) of the City of Miami/Dade County. F39-632 ,21 -1 Honorable Mayor and Members of the City Commission Pag e 2 According to the U.S. Impressions, Inc., 65% of all advertisement revenues go directly into the preparation, production, and publication of the ERP; and the remaining 35% covers the firm's overhead expenses, salaries, taxes, and profits. Total advertising revenues are expected to be around $200, 000-$250, 000. U.S. Impressions Inc. plans to hire local researcher, designer, photographer, writer, project manager, and possibly a local printer to produce the publication. Upon the City Commission approval, the Department of Development will contact the Greater Miami Chamber of Commerce and the Beacon Council to seek their active participation with this project.
