HomeMy WebLinkAboutR-88-0630i J-88-672 6/25/88 RESOLUTION NO."'��3�y' A RESOLUTION CONCERNING THE PUERTO RICAN DAY CONSTITUTIONAL CELEBRATION TO BE CONDUCTED BY THE PUERTO RICO DAY FESTIVAL COMMITTEE ON JULY 23, 1988j PROVIDING FOR THE CLOSURE OF DESIGNATED STREETS TO THROUGH VEHICULAR TRAFFIC: ESTABLISHING AN AREA PROHIBITED TO RETAIL PEDDLERS, SUBJECT TO THE ISSUANCE OF PERMITS BY THE DEPARTMENTS OF POLICE: AND FIRE, RESCUE AND INSPECTION SERVICES, CONDITIONED UPON THE REQUIREMENT THAT THE CITY WILL RE INSURED AGAINST ANY POTENTIAE, LIARII,ITY AND UPON THE ORGANIZERS PAYING FOR ANY NECESSARY COSTS OF CITY SERVICES ASSOCIATED WITH SAID EVENT. WHEREAS, Puerto Rico Day Festival Committee will conduct the Puerto Rican Day Gonstitutional Celebration on July 23, 1988; and WHEREAS, certain streets must be closed to through vehicular traffic to insure the safety of participants and pedestrians attending this event; and WHEREAS, the organizers have requesteA authorization to restrict retail peddlers in the area of the event; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. In order to effectuate safe passage and establish a temporary pedestrian mall during the Puerto Rican Day Constitutional Celebration the following streets are hereby closed to through vehicular traffic from 11:00 A.M. to 3:00 P.M. on July 23, 1988 as specified below: Northwest Fifteenth Avenue from Northwest First Street to Flagler Street Included in the herein closure are all streets, avenues, alleys, ways and thoroughfares which intersect the enumerated areas delineated in this Section. Such closing of streets is subject to State approval an(l issuance of permits by the Departments of Police and Fire, Rescue and Inspection Services. Said permit from the Department of Police is to be issued upon full approval of the Chief of Police after giving all due consideration to the safety and traffic needs of residents, businesses, and religious institutions in the area for entering and crossing through said arterials and upon the favorable exercise of. the City Manager's judgement pre-licate<9 upon all factors set forth herein. Section 3. Pursuant to the provision of City Code Section 39-13, all retail peddlers' occupational licenses issued under the provisions of Chapter 31 of the City Code, as amended, will not be valid on July 23, 1988 during the hours of 11:00 A.M. to 3:00 P.M. on the above designated streets and on all intersecting streets for two blocks in all directions. Section 4. Such authorizations are hereby subject to the organizers obtaining insurance requirements as mandated by the City of Miami and paying for any necessary costs of City services. Orl i City Manager �r ENCLOSURES RECOMMENDATION: J r ~ Er."- (n FILE �i 10, V J Resolution Concerrhing the Puerto Rican Day Constitution Celebration Commission Agentia Item July 14, 1988 It is respectfully recommended that the City Commission adopt the attached resolution authorizing the closure of certain streets and the restriction of retail peddlers in the area, in connection with the Puerto Rican Day Constitution Celebration to be held July 23, 1988 subject to the issuance of permits by the Departments of Police and Fire, Rescue and Inspection Services and the requirement that t,te City be insural against arty potential liability. T.1e:3e authorizations are conlitione:' upon the organizers paying for the cost of all riecessary City services. BACKGROUND: The Department of Community Development has prepared the appropriate legislation for the closure of N.W. 15th Avenue between Flagler and First Street and the restriction of retail peddlers in connection with the Puerto Rican Day Constitutional Celebration to be conductec1 by the Puerto Rico Day Festival Committee on July 23, 1988. The Celebration will inclu:le a d edicatior ceremony of N.W. 15th Avenue which has been co- 1esignate,1 as Avenida Luis Munoz Marin, the first elected Governor of Puerto Rico.
