' 404" 4;4vN A RESOLUTION APPROVING,IN PRINCIPLE,THE MASTER DESIGN PLAN PREPARED BY ROBERTO BURLE-MARX, FOR BISCAYNE BOULEVARD AS A DEVELOPMENT STANDARD FOR ALL FUTURE PUBLIC AND PRIVATE IMPROVEMENTS TO THE BISCAYNE BOULEVARD PUBLIC RIGHT-OF-WAY AND ADJACENT PRIVATE FRONT YARD AREA SETBACKS FROM THE MIAMI RIVER TO N.E. 18TH STREET; REFERRING THE PLAN TO PUBLIC AGENCIES, AND DIRECTING THE MANAGER TO EXPLORE SOURCES OF FUNDING AND REPORT BACK TO THE COMMISSION. WHEREAS, Biscayne Boulevard has been historically recognized as the primary entrance to downtown Miami, and a symbol of the City; and WHEREAS, the renewal and redevelopment of districts along the Boulevard including the Omni area, Park West, the public waterfront park system and Dupont Plaza will rely upon the upgraded Boulevard to unite and showcase them; and WHEREAS, the Plaster Design Plan for Biscayne Boulevard from the Miami River to N.E. 18th Street has been commissioned by the New World Foundation and prepared by designer Roberto Burle-Marx for the Boulevard, and unveiled on May 12, 1988; and WHEREAS, various civic groups, have reviewed and endorsed the Master Design Plan for the Boulevard; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA' Section 1. The Master Design Plan for Biscayne Boulevard prepared by Roberto Burle-Marx, dated April, 1988, is hereby approved, in principle,as a development standard for all future public and private improvements to the Biscayne Boulevard public right-of-way and adjacent front yard area setbacks from the Miami River to N.E. 18th Street. Section 2. The Master Design Plan is hereby referred to the Florida Department of Transportion and Metropolitan Dade County as a reference for future improvements to the Boulevard. Section 3. The City Manager is directed to further the implementation of the Plan by exploring various sources of funding and responding back to the Commission. BACKGROUND: The Planning Department, the Downtown Developnent Authority and the Off -Street Parking Department have received the M.3ster Design Plan for Biscayne Boulevard. This Plan was prepared by Roberto Burle-Marx under contract to the New World Foundation (an agency of the Downtown Development Authority) and was unveiled on 'lay 12, 198n . The City Administration respectfully requests that the City Commission express its intent by adopting this resolution, after being reviewed and endorsed by various civic groups, as a development standard. The next step is to explore various sources of funding so that engineering plans and specifications may be prepared and construction commence. aS-szH 6�—(
