A RESOLUTION AMENDING SECTION 1 OF
RESOLUTION NUMBER 88-266, ADOPTED MARCH
24, 1988, BY INCREASING THE ALLOCATION
FROM THE SPECIAL REVENUE FUND ENTITLED
"SUMMER YOUTH EMPLOYMENT AND TRAINING
PROGRAM - 1988/JTPA II-B" TO THE BELAFONTE
TACOLCY CENTER, INC. FROM $138,600 TO AN
AMOUNT NOT TO EXCEED $148,050 AND TO YOUTH
CO-OP, INC., FROM $66,795 TO AN AMOUNT NOT
TO EXCEED $100,345, THEREBY INCREASING
THE COMBINED ALLOCATION TO THE LISTED
AGENCIES FROM $205,395 TO $248,395 FOR THE
IMPLEMENTATION AND OPERATION OF THE FY
1988 SUMMER YOUTH EMPLOYMENT AND TRAINING
PROGRAM; FURTHER AUTHORIZING THE CITY
MANAGER TO EXECUTE AGREEMENT'S WITH THE
AFOREMENTIONED AGENCIES, IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY.

WHEREAS, the City of Miami received $762,972 from the South
Florida Employment and Training Consortium (SFETC) to implement
and operate the Summer Youth Employment Program (SYETP); and
WHEREAS, the SFETC increased its allocation to the City of
Miami City for the SYETP from $762,972 to $906,840; and
WHEREAS, the City had allocated $138,600 from this grant to
Belafonte Tacolcy Center, Inc. and $66,795 to Youth Co -Op, Inc.
to assist in the implementation and operation of the SYETP; and
WHEREAS, the increased allocation to the City of Miami will
permit 140 additional youth to be placed by Belafonte Tacolcy
Center, Inc. and Youth Co -Op, Inc.; and
WHEREAS, to place additional youth, the allocation to
Belafonte Tacolcy Center, Inc. would increase from $138,600 to
$148,050 and the allocation to Youth Co -Op, Inc. would increase
from $66,795 to $100,345;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. Section 1 of Resolution Number 88-266, adopted
March 24, 1986, which allocated $205,395 from the Special Revenue
Fund entitled "Summer Youth Employment and Training Program -
1988/JTPA II-B" is hereby amended in the following particulars:1

Underscored words and/or figures constitute the amendment
proposed. Remaining provisions are now in effect and remain
unchanged. Asterisks indicate omitted and unchanged material.

It is respect -fully recommended that the City Commi.ssi.on adopt the
attached Resolution amending Resolution No. 88-266 by increasing the
allocation of Summer Youth Employment. and Training T i.t l.e IIB JTPA
funds to Belafonte Tacolcy Center, Inc. from $138,600 to $148,050 and
to Youth Co -Op, Inc. from $66, 795 to $100, 345. The resolut.i.on also
authorizes the City Manager to enter into agreement with the
aforementioned agencies i.n a form acceptable to the City Attorney.
BACKGROUND:
The South Florida Employment and Trai.ni.ng Consortium (SFETC) has
notified the Department of Community Development that its Summer
Youth Employment and Training Program (SYETP) grant has been
increased from $762,972 to $906,840. The increased funding will.
provide summer jobs to an addi.ti.onal 14U youth, raising the total
youth between the ages of 14 to 21 to be employed to 799.
The Job Trai.ni.ng Partnership Act was passed on October 13, 1982, to
establish employment and training programs for youth and individuals
who who are unski.l.led, economically disadvantaged and face serious
barriers to employment_. Ti.t...e II-B of the Act authorizes funds from
the United States Department of Labor for the SYETP.
Belafonte Tacolcy Center, Inc. and Youth Co -Op, Inc. were selected to
assist. the Department. of Community Development in operating the
program.
Resolution No. 88-266 , which was adopted by the City Commi.ssi.on on
March 24, 1988, allocated $138,600 to Belafonte Tacolcy Center to
operate a dropout prevention component for in school youth i.denti.fied
as such at Miami. Northwestern Senior High School. This component: of
the SYETP aims at. rewarding in -school youth identified as potential
dropouts for academic performance, good attendance, appropriate
levels of effort and meeting expected behavioral standards. This is
the second year of a multi year program. A youth may remain in the
program for as many years as it takes him/her to graduate from high

school. In addition, for those youth who remain in school to
graduate, the program offers the opportunity for permanent full-time
positions fo.11owi.ng their high school. graduation. The Agency also
operates a work experience component for in -school youth from other
schools throughout the City who are not potential. dropouts. Youth
Co -Op, Inc. was allocated $66,795 to operate a si.mi_lar program at
Miami. Senior High School and a work experience program on a Ci.r_ywi.de
basis. Belafonte Tacolcy is expected to serve 470 participants and
Youth Co -Op 329 students.
The attached resolution i.ncreascas the allocation to Bel.afonte Tacolcy
Cciit_c;-, I,;c. from $138, 600 to $148, 050 and the allocation to Youth
Co -Op, Inc., from $66,795 to �100,345 for these agencies to place an
additional 140 students. The resolution also authorizes the City
Manager to execute agreements with these agencies in a form
acceptable to the City Attorney.
