AND THE SMALL. BUSINESS OPPORTUNITY CENTER, INC., IN THE AMOUNT OF SIXTY THOUSAND DOLLARS ($60,000) EACH, TO IMPLEMENT A COMMERCIAL FACADE PROGRAM WITH FUNDS ALLOCATED THEREFOR FROM THIRTEENTH (13TH) YEAR COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS. WHEREAS, the City Commission is committed to economic development and the expansion of trade and commerce, and WHEREAS, the promotion of economic revitalization in the neighborhoods of the City of Miami is an important part of the City's economic development strategy; and WHEREAS, the City Commission is desirous of continuing neighborhood economic development programs and funds are available from the Thirteenth (I3th) Year Community Development Block Grant for such a purpose; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Manager is hereby authorized to execute individual contractual agreements in the amount of sixty thousand dollars ($60,000) each with Little Havana Development Authority, Inc. and Small Business Opportunity Center, Inc. for the implementation of a Commercial Facade Program with funds hereby allocated therefor from the Thirteenth (13th) Year Community Development Block Grant. Odio City Manager y4�1� 0 10 -V k RECOMMENDATION : DATE , "7 V ( V V�V FILE Commercial Facade Agreement sue�Ec- with Little Havana Development Authority and Small Business Opportunitv Center REFERENCES ENCLOSURES It is respectfully recommended that the Citv Commission adopt the attached Resolution authorizing the City Manager to execute individual contracts, in a form acceptable to the City attorney, between the Little Havana Development Authority, Inc. (LHDA) and the Small Business Opportunity Center, Inc. (SBOC) in the amount of sixty thousand dollars (S61),000) each from Thirteenth !13'h) Year Community Development Block Grant Fund (CDBG) to participate in the Commercial Facade Program. BACKGROUND: The Department of Community Development (DCD) has analyzed the need to enter into a Commercial Facade Agreement with LHDA and SBOC which are engaged in the Commercial Facade revitalization of both sides of West Flagler Street between 11th and 12th Avenues in a joint project with Dade County. The project is designed to improve the appearance of the commercial establishments along West Flagler Street in Little Havana. Due to the large number of participants in the project which resulted in an estimated one hundred fifty thousand dollars ($150,000) in costs, the two (2) Little Havana community based organizations have combined efforts and negotiated with Dade County to fund the project. The monies requested will enable the agencies to provide up to one hundred twenty thousand dollars ($120,000) of the total estimated coat. Dade Countv has committed to finance the balance and monitor the project for Davis -Bacon Guideline compliance. This ambitious revitalization endeavor along a major Little Havana business corridor is consistent with the neighborhood economic development objectives of the City, therefore the attached resolution is recommended.
