HomeMy WebLinkAboutR-23-0124City of Miami op Resolution R-23-0124 alldl 11 li.Rl I + Legislation File Number: 13593 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com Final Action Date: 3/9/2023 A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING THE CITY MANAGER TO DIRECT THE CHIEF OF POLICE TO CONDUCT AN EXAMINATION OF THE CURRENT SECURITY MEASURES OF THE INTERIOR AND EXTERIOR OF THE MIAMI CITY HALL BUILDING, LOCATED AT 3500 PAN AMERICAN DRIVE, AND PROVIDE AN EVALUATION OF THE SAFETY AND SECURITY PLAN INCLUDING THE FACILITY'S ACCESS SYSTEM, CLOSED CIRCUIT TELEVISION SYSTEM, AND OVERALL FACILITY SECURITY FOR THE PURPOSE OF PREPARING AN UPDATED SECURITY PLAN TO IMPLEMENT ADDITIONAL SURVEILLANCE CAMERAS TO THE EXTERIOR AND INTERIOR OF CITY HALL, AT ALL ENTRY AND EXIT POINTS, AND INTEGRATE ALL CAMERAS INTO THE MIAMI POLICE DEPARTMENT'S REAL TIME CRIME CENTER WITHIN 30 DAYS. SPONSOR(S): Commissioner Manolo Reyes WHEREAS, a recent incident at Miami City Hall, located at 3500 Pan American Drive ("City Hall"), has exposed the vulnerability of the current security measures at the facility; and WHEREAS, the use of limited closed-circuit television ("CCTV") surveillance has been used by the City of Miami ("City") to prevent and deter crime, protect assets, and record criminal activity in certain areas of City Hall; and WHEREAS, additional security measures at City Hall are necessary to keep City employees safe while balancing the principal goal of keeping City Hall accessible to the residents of the City; and WHEREAS, it is appropriate for the City's Chief of Police to examine the current security measures of City Hall and the surrounding grounds owned by the City for purposes of providing an evaluation and recommendation to improve City Hall's overall security and safety; and WHEREAS, the improved security plan should include a focus on expanding the CCTV system at City Hall in the interior and exterior of the facility, at all entry and exit points of the facility, and be monitored by the Miami Police Department's ("MPD") Real Time Crime Center ("RTCC") in order to improve law enforcement services by integrating technology into City operations; and WHEREAS, the Miami City Commission will ultimately consider the recommendations of the Chief of Police and the adoption of a policy on video surveillance at City Hall which facilitates the expanded CCTV system by specifying the installation, operation and procedures for the cameras, and establishing a retention of recordings consistent with Florida Statutes; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: City of Miami Page 1 of 2 File ID: 13593 (Revision:) Printed On: 3/14/2023 File ID: 13593 Enactment Number: R-23-0124 Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is authorized' to direct the Chief of Police to conduct an examination of the current security measures of the interior and exterior of City Hall and provide an evaluation of the safety and security plan including the facility's access system, closed circuit television system, and overall facility security for the purpose of preparing an updated security plan to implement additional surveillance cameras to the exterior and interior of City Hall, at all entry and exit points, and integrate all cameras into MPD's RTCC within 30 days. Section. 3. This Resolution shall become effective immediately upon its adoption.
