A RESOLUTION APPROVING THE CONCEPT OF THE
ORANGE BOWL MODERNIZATION PROJECT - PHASE II,
AS PRESENTED BY THE ADMINISTRATION AND AS SET
FORTH IN THE ATTACHED SCHEDULE, AT A TOTAL
COST NOT TO EXCEED $16,000,000; DESIGNATING
SAID PROJECT AS A CATEGORY B PROJECT AND
AUTHORIZING THE CITY MANAGER TO ADVERTISE FOR
THE PROFESSIONAL SERVICES OF A QUALIFIED
PLANNING AND DESIGN CONSULTANT(S) IN THE
FIELDS OF ARCHITECTURE AND ENGINEERING TO
PREPARE PLANS AND SPECIFICATIONS AND TO
OVERSEE CONSTRUCTION OF SAID PROJECT
UTILIZING CERTIFICATION AND COMPETITIVE
SELECTION PROCEDURES; APPOINTING A
CERTIFICATION COMMITTEE OF NOT LESS THAN
THREE (3) MEMBERS WHO ARE PROFESSIONALS IN
THE SPECIFIED FIELDS OF ENDEAVOR FOR SAID
PROJECT; FURTHER AUTHORIZING THE CITY MANAGER
TO APPOINT A COMPETITIVE SELECTION COMMITTEE
OF NOT LESS THAN SIX (6) MEMBERS AS
DESIGNATED HEREIN BELOW AND APPOINTING DONALD
W. CATHER, DIRECTOR, DEPARTMENT OF PUBLIC
WORKS AS THE CHAIRPERSON OF SAID COMPETITIVE
SELECTION COMMITTEE; THE FOREGOING BEING
SUBJECT TO THE PROVISIONS OF ORDINANCE NO.
9572, ADOPTED FEBRUARY 10, 1983 AND TO ALL
APPLICABLE PROVISIONS OF THE CODE OF THE CITY
OF MIAMI, FLORIDA, AS AMENDED, INCLUDING
THOSE DEFINED IN SECTION 18-52.3 OF SAID
CODE.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The concept of the Orange Bowl Modernization
Project - Phase II, at a cost not to exceed $16,000,000, as
presented to the City Commission by the Administration and as set
forth in the attached schedule is hereby approved.
Section 2. Said project is hereby designated as a Category
B Project, and the City Manager is hereby authorized to advertise
for the professional services of a qualified planning and design
consultant(s) in the fields of architecture and engineering to
prepare plans and specifications and to oversee construction of
said project, through certification and competetive selection
procedures.

Section 3. A Certification Committee, of not less that
three (3) members who are professionals in the specified fields
of endeavor, for said project is hereby appointed as follows:
Donald W. Cather, Registered Engineer
Allan I. Poms, Registered Architect
Edmund A. Connor, Registered Engineer
Teresita Fernandez, Registered Architect
Section 4. The City Manager is hereby further authorized
to appoint a Competitive Selection Committee of not less than six
(6) members, as follows:
Donald W. Cather, representing the administration Department
with overall responsibility for project.
Carlos Smith, representing the department or administrative
office as principle user of the project.
Dianne E. Johnson, representing the Department of Parks,
Recreation and Public Facilities as principle user of the
project.
Edith Fuentes, Director and Supervisor of the Building and
Department, Inspection Services Division.
Carlos Garcia, Director, Finance Department.
Waldemar Lee, Designee for the City Manager.
Adrienne Macbeth, Minority and Women's Procurement Officer.
Aurora Badia, Assistant Director, Public Works Department,
professional in the field of engineering.
Joseph W. McManus, Director, Planning Department,
professional in the field of architecture.
Clyde Judson, Downtown Development Authority, professional
in the field of architecture.
John Blaisdell, Sports and Exhibition Authority.
Section 5. Donald W. Cather is hereby appointed Chairperson
of said Competitive Selection Committee.
Section 6. The foregoing authorizations and approvals are
hereby subject to the provisions of Ordinance No. 9572, adopted
February 10, 1983 and to all applicable provisions of the Code of
the City of Miami, Florida, as amended, including those
provisions set forth in Section 18-52.3 of said Code.

to provide washroom facilities for "tail gate"
activities and parking lot, sppecial uses. The
existing ticket booths will be re�novecl after the
new ramps and concourse are constructed.

The service elevators Are primarily for concession
use. They can Also be used to transport spectators
when it is desirable to do so.

Replaces existing orange fence located 30-40 feet
outside face of structures with permanent decorative
exterior wall creating an at grade concourse around
the Orange Bowl. Also incorporated with this wall
will be four (s) new ticket turnstyle entry points
(1 located in each corner of the Orange Bowl.)
it is proposed that ticketed patrons present their
ticket regardless of the section they are seated in
at any one of the four (4) entry points and then
once inside at grade concourse, signing and graphics
will direct the patron to the proper section.

With the construction of the new concourses, the
old concourses wit.l provide space to expand
concession facilities at the 36 and 68 foot levels
of the North and Smith Stands.

9. STRUCTURAL REPAIR
Replace concrete seating joists And slabs, clean,
repair and paint structural. steel where necessary.
10. EMERGENCY LIGHTING, SYSTEM
To provide for a Standby Generator System in the
event of complete power loss to the Orange howl
stadium.
11. GARDEN CONCESSION - SOUTH STANDS ONLY
To accommodate those who arrive prior to the Oraw
Bowl being open for an event. Can also be used for
special parking lot event uses.

Because the new ramp system will be easily controlled,
the existing interior fencing will not be required.
Pavement. Adjustments will be required to direct people
to the new entry Areas.
13. NEW RAMPS AND CONCOURSE
This improvement will provide for a now ramp system
twice as wide as the existing ramps but with a Ear
more gentle slope. Entry to the Stadium will
greatly improve with far better ground control.
The new wider concourses will vastly improve
interior circulation with better access to the new
washrooms and concessions at the 36 and 68 foot
levels '

Ramps at each end of the North and South Stands
will be reconstructed with less slope than
currently exists.

ENCLOSURES
It is respectfully recommended that the City Commission give
further consideration to a discussion of the Orange Bowl
Modernization Project - Phase II. Pat Yaskin and Paul Andrews,
representing the firm of Kunde, Sprecher, Yaskin and Associates,
will respond to the Mayor's request for alternatives to the
comprehensive Phase II modernization plan which was presented at
the June 9th Commission meeting. Mr. Yaskin will also provide a
breakdown of project element costs.
