RESOLUTION NO.
A RESOLUTION APPOINTING FIVE (5) MEMBERS OF
THE PRIVATE INDUSTRY COUNCIL (PIC) OF SOUTH
FLORIDA FOR TERMS TO EXPIRE JUNE 30, 1990.
WHEREAS, the Private Industry Council (PIC) of South Florida
is a duly constituted body under the provisions of the Job
Training Partnership Act. (JTPA) ; and
WHEREAS, the Job Trai.ni.ng Partnership Act st i.pulates that
local elected officials shall appoint- the members of Private
Industry Councils; and
WHEREAS, the City of Miami. Commi.ssi.on is presently called
upon to make appointments to five (5) vacant seats in the PIC of
South Florida; and
WHEREAS, four (4) of the aforment.i_onel seats are reserved
for duly nominated representatives of the private sector and one
(1) seat for a representative of education;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIt1MI, FLORIDA:
Section 1. The following i.ndi.vi_duals are hereby appointed
to the PIC of South Florida for terms to expire June 30,
1990 :

Private Sector Seat - Lori A. Weldon
Private Sector Seat - NO APPOINTMENT MADE

On July 21, 1988 the City Commission appointed three individuals
to the Private Industry Council (PIC):
William Alexander (nominated by Vice Mayor Kennedy)
Lori Weldon (nominated by Commissioner Dawkins)
Tito Gomez (nominated by Mayor Suarez)
The Job Training Partnership Act dictates that all appointments
be made from the list of nominees provided by the PIC. Mr. Tito
Gomez, appointed at the meeting of July 21, 1988, was not on said
list, therefore, this appointment will.need to be reconsidered at
a future meeting. The appointments of Mr. Alexander and Ms.
Weldon were properly recorded in Resolution No. 88-714. We then
drafted Motion 88-714.1 and properly recorded the Commission's
intent to appoint Mr. Gomez.
We have spoken to Francena Brooks, Assistant Director of
Community Development, who has informed this office she is taking
steps to have Tito Gomez's name included in the PIC list, so that
it may be properly considered by you at a future meeting.
We shall keep the City Commission informed.

ENCLOSURES July 21, 1988
It is respectfully recommended that the City Commission adopt the
attached resolution appointing five (5) members of the Private
Industry Council of South Florida.
BACKGROUND:
The Private Industry Council (PIC) of South Florida was established
in 1983 in compliance with the Job Training Partnership Act (JTPA)
of 1982. The law provides for a partnership between the PIC and
local elected officials in each service delivery area to oversee the
implementation of JTPA programs.
The Job Training Partnership Act stipulates that Local Elected
Officials shall appoint the members of the Private Industry Council,
which is composed of representatives of the following membership
areas: Economic Development, Community Based Organizations,
Education, Labor, Job Service, Vocational Rehabilitation, and the
Private Sector.
Currently thirty-five (35) individuals constitute the PIC of South
Florida. Appointments to these seats by the local elected officials
are distributed as follows:

The City Commission may either reappoint the persons listed above,
or appoint other persons. However, the Job Training Partnership Act

from general purpose business organizations; and appointments to
Education seats must be made from nominations of local educational
agencies, vocational education institutions, institutions of higher
education, general organizations of such agencies or institutions,
or private and proprietary schools or their general organizations.
For your information, a list of PIC nominees is attached to this
memorandum.
