A RESOLUTION ALLOCATING �j1,000 OF FOURTEENTH YEAR COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS PREVIOUSLY APPROPRIATED BY ORDINANCE NO. 10436, ADOPTED MAY 12, 1988, TO THE BLACK ARCHIVES HISTORY AND RESEARCH FOUNDATION OF SOUTH FLORIDA, INC. FOR THE PURPOSE OF PROVIDING A HISTORIC PRESERVATION PROJECT FOR THL PERIOD JULY 1, 1988 THROUGH JUNE 30, 1989, AND $55, 000 OF FOURTEENTH YEAR COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS TO JEWISH FAMILY SERVICES, INC. FOR THE PURPOSE OF PROVIDING A HOME SECURITY PROGRAM FOR ELDERLY CRIME VICTIMS FOR THE PERIOD JULY 1, 1988 THROUGH JUNE 30, 1989; FURTHER AUTHORIZING THE CITY MANAGER TO ENTER INTO AGREEMENTS WITH SAID AGENCIES FOR SAID PROJECTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY. BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: SECTION 1. $31,000 of 14th Year Community Development. Block Grant funds, previously appropriated by Ordinance No. 10436 adopted May 12, 1988, are hereby allocated to the Black Archives History and Research Foundation of South Florida, Inc. for. the purpose of providing a historic preservation project for the period July 1, 1988 through June 30, 1989. SECTION 2. $55,000 of 14th Year Community Development Block Grant funds, previously appropriated by Ordinance No. 10436 adopted May 12, 1988, are hereby allocated to Jewish Family Services, Inc. for the purpose of providing a home security program for elderly crime victims for the period July 1, 1988 through June 30, 1989. SECTION 3. The City Manager is hereby authorized to enter into agreements, in a form acceptable to the City Attorney, with the aforementioned agencies to implement their respective projects, subject to the conditions and Ii.mi.tat ions contained herein and in the City Code. J , , cYcc' ccc:rmcnded that the City Commi.ssi.on adopt the attached Resolution allocating $31,000 of 14th Year Community Devel.opmc.nt Block Grant. Funds to the Black Archives History and Research Foundation of South Florida, 1nc. to operate its historic preservation project and $55, 000 of 14t-h Year Community Development. Block Grant Funds to Jewish Family Services, Inc. to operate its home sacuri.ty project for elderly crime victims. The resolution also authorizes the City tIanager to enter into agreement. with these agencies in a form acceptable t_o the Ci.tty Attorney. BACI:GROUND : The Department of Community Development has prepared appropriate legislation to continue the historic preservation project operated by the Black Archives History and Research Foun3at i.on of South Fl.ori.da, Inc. and the home security project for elderly crime victims operated by Jewish Family Services, Inc. Both projects operated with Community Development Block Grant Funds during the 13th Year and have been endorsed by the Communi.ty Development Advisory Board. The Black Archives History and Research Foundation of South Florida, Inc. received $31,000 during the 13th C.D. Year to preserve hi.stori.c documents for public display and promote historical development activities i.n the Overtown target. area of the City of Miami. Funding i.s recommended at. the same $31,000 level. in the 14th Year. Funds for this project are from the hi.stori.c preservation component of the Community Development Block Grant. Jewi.sh Family Services, Inc. received $48,000 to operate a security project for elderly crime victims residing in target areas throughout the City. The Agency conducts a security screening and installs security equipment to serve as a deterrent to crime and gi.ve the seni.or citizen a sense of security. Equipment includes: locks, deadbolts, security screening and minor repairs to prevent crime. The project works closely with the City of Miami. Police Department by reviewing police reports and following up with the senior crime victim to prevent future �1-697. The Honorable Mayor - 2 - and Members of'the City Commission break ins. The Community Development Advisory Board recommended that funding for this project be increased to $55,000. Funds for this projectars available from the housing component" of the Community Development Block Grant. Both projects were included in the Final. Statement of Community Development_ Objectives and Projected Use of Funds for the 14th Year submitted by the Department. of Communi.ty Development to the U.S. Department of Housing and Urban Development. This statement was approved by the City Commission at it's meeting of -L-lay 12, 1988. The proposed resolution continues funding of the historic preservation project operated by the Black Archives History and Research Foundation of South Florida and the senior security project operated by Jewish Family Services Inc. The legislation also authorizes the City Manager to enter into contract_ with these agencies in a form acceptable to the City Attorney. Attachment 98-687'
