C swell REFERENCES: Sr. Advisor to the City age Economic Developm nt & Venture Miami ENCLOSURES: BACKGROUND The City of Miami ("City") received American Rescue Plan Act funding to address COVID-19 and its impact on public health as well as address economic harms to households, small businesses, nonprofits, impacted industries, and the public sector. Circle of Brotherhood, Inc. (CBI) (the organization) is a not for profit company that provides services to low- income and at -risk communities. The ARPA funding will assist those recovering from the public health and economic harms of COVID-19. The organization will provide outreach and information to at -risk communities to educate residents on available resources for rent, food and essential services assistance, wellness program support and mental health referrals. Additionally, the organization will provide the following: educate at -risk citizens and identify mental health needs; youth mentoring and jobs training to address economic losses created by the pandemic; and address ways to reduce violence and improve relations among law enforcement and citizens. As the Organization is familiar with the needs of the community, it would be advantageous for the City to expedite the allocation and waive procurement requirements at this time. Providing these funds to the Organization will expedite the City's efforts to address the public health and economic harms resulting from COVID-19, with no added time for the procurement process, which could take over 30-40 days. RECOMMENDATION In light of the above stated, approval of a waiver of the formal requirements of competitive sealed bidding methods as not being practicable or advantageous to the City as set forth in the City Code of Ordinances, as amended, specifically Section 18-85 (A), and the affirmation of these written findings and the forwarding of the,a �te-the`Qity Commission for ratification by a four -fifths vote is respectfully requested.
