Odio City Manager SUBJECT: 101 FILE: Public Hearing concerning the Bay Heights/Natoma Manor Traffic Study REFERENCES Location Sketch and Automatic Gate Detail ENCLOSURES. (For Commission Meeting of September 8, 1988) The purpose of the September 8, 1988 public hearing is to hear comments on the proposed traffic control measures contained within the "Bay Heights/Natoma Manor Traffic Study" and, if accepted by the residents of the neighborhoods, determine a method of financing their implementation, such as the creation of special taxing districts or other means. BACKGROUND On June 23, 1988 the City Commission accepted the recommendations of the Planning and Public Works Departments concerning the alleviation of the traffic intrusion problem into the Bay Heights/Natoma Manor neighborhoods. The recommendations include the installation of an automatic entry gate system which will prevent vehicular traffic from entering Samana Drive, Alatka Street and Halissee Street from South Bayshore Drive/South Miami Avenue during the peak traffic afternoon hours and the permanent closure of Halissee Street at South Dixie Highway. The automatically activated gates will close at 3:30 P.M. and reopen at 6:00 P.M. during which time no vehicular traffic will be allowed to enter or exit Samana Drive, Alatka Street or Halissee Street at their intersections with South Bayshore Drive/South Miami Avenue. The estimated cost for the implementation of each traffic control measure is listed below. These estimated costs do not include any yearly maintenance that may be required. I. Automatic gate at Samana Drive and $11,000.00 South Miami Avenue 2. Automatic ate at Alatka Street $110000.00 � and South layshore Drive, 3. Permanent Barricade at Helios** Street and South Dixie Hiohwal► Total estimated cost for all traffic control mismros ♦ 11IIII jj t-'S; Honorable Mayor and Members of the City Commission As the City Commission noted at its meeting of May 26, 19889 the City of Miami has no more funds available for neighborhood street closures. If the neighborhoods desire to implement these traffic control measures, the residents desiring the closures must agree to a method of financing them, such a ss,neighborhood creation of a special taxing district, voluntary organizations, or similar means. Needless to say, with our expanding pop- ulation of the city and county and the scarcity of adequate streets, we will always have some traffic problems. After considerable thought, permit me to offer something we all may wish to give some thought. Something along the line of the following: PROBLEM: The abuse of the local streets in Bay Heights and Natoma Manors by, not only transients, but also by some residents of the afflicted areas themselves. These streets are primarily for the local residents but are also used by transient motorists seeking afway to Tigertail without having to wait -out long lines of traffic on South Bayshore Drive or seeking an entry to US 1 without getting stuck in long lines of traffic on SW 27th., 22nd. or 17th. Avenues. The primary abuse of these streets consists mostly of motorists driving too fast and failing to stop at posted stop signs in the area. THE CITY RECOMMENDS the erection of gates at certain streets and the closing of them at certain hours of the day and also the permanent closing of Halissee Street at US 1. COMMENT: The restriction of the movement of traffic as proposed by the City would only make traffic conditions worse for everybody and especially work a hardship on the residents of the areas -the very people who are seeking relief. It would also make travel easier for Metrorail users to get to its parking lot at Viscaya Station. The reason Alatka Street entry to US 1 was closed was because a man was killed there as it was a very blind corner and no traffic control light was there.Now there is an operating traffic light and it can be modified to serve north bowd Alatka traffic.
