I am being scheduled to appear before your City of Miami Commission on
September 8. 1988. I have contacted the Department of Community
Development this past week and Rape Avalos, Greicy Lovin, and Dan
Fernandez have been of invaluable professional help with their
technical support and suggestions. As a result, I am enclosing a more
professional revised budget, clearer statistical format reflecting the
programs efforts within the City of Miami, and a route map of
locations that the "AIDSMOBILE" visits.
It is my feeling that the more facts, information, and understanding
about this program at your disposal. the more favorable will be your
evaluation and willingness to support us. The operational expense.
which includes my salary. will be used primarily for the capital
expenses of the Program. I am available for any additional
suggestions that you may have regarding the goals, ob3ectives, and
operation of the Mobile AIDS Prevention Program. Inc.

Dear Mr. Odio:
I am requesting to be placed on the agenda of City Council's Meeting
on September 8, 1988. I would like to make a personal appearance to
briefly talk about the Mobile AIDS Prevention Program, Inc., ask for
emergency funding to meet expenses, and support from City of Miami
Government in the business and social community for our Program.
On August 16, 1988, I dropped off at the offices of the Mayor, Vice -
Mayor, your office, and Commissioners two packages relating to the
Mobile AIDS Prevention Program, Inc. I would like to stress the need
for this program. It is the only program that is on the street in our
community today with education and prevention on AIDS. The resrcnst-
by all ethnic groups is overwhelmingly Positive.

The Mobile AIDS Prevention Program, Inc. is soliciting pro3ects.
emergency funding, grants, donations, support, sub -contracts (income).
and volunteers to initiate, include, or expand within our City of
Miami Government, AIDS health education and risk reduction services,
drug initiatives, and any other activity consistent with the stated or
implied goals of our program for teen -alters and young adults.
;ne Mobile AIDS Prevention Program, Inc. is a Florida non-profit
organization (N27593) formed in July 1988 by David A. Scotkin. M. F''.
M. A. P. P. is the first Florida AIDS organization to be formed that will
use as its base of operations a highly visible motorhome for direct
street contacts With teen -alters and young adults. It is a 1988, 31
foot Fleetwood Motorhome. The Motorhome seats eleven in the living
room and dining room area. A television and VCR provide continuous
video information on AIDS and other teen-age and young adult issues
such as drugs, pregnancy, venereal disease, education, and crime.

pregnancy, venereal disease, school drop -out rates, unemploym.:-nt ar.,3

birect street contact with 3,000 to 5,000 teen -alters weekly at popular
street locations, the beach, the malls, carnivals, festivals,
concerts, and sporting events.
Distribution of 5,000 to 7,000 condoms Weekly.
Distribution of 5,000 to 7,000 pamphlets, books, and literature.
One-to-one counseling and referral services to move tees-ageirs
the health care and educational systems.

The Program is currently operating 40 to 50 hours per week in Little
Havana, Coconut Grove, Hialeah, Liberty City, Overtown, Miami Beach,
and North Miami Beach. Program statistics are enclosed. A staff of
volunteers including an M.D. , R.N. , A.C.S. W. , L. C. S. W. , State AIDS
educator, teen -alters from two groups, and two counselors are
participating on the street at this time. We are showing videos,
handing out condoms, pamphlets, books, hats, bumper stickers, buttons,
counseling and providing facts and information on all issues,
referring to health clinics, school counselors, school clinics, and
educators.
The Dade County Schools Office of AIDS Education and Information,
Office of Professional Standards is currently negotiating with
M.A.P. P. to participate in their AIDS and drop -out education eff�.rts.
The State Department of Health and Rehabilitative Services in
Dade County has provided their four County AIDS Resource Dire -tort'.
4,000 condoms, significant quantities of education and prevention
literature, frisbies, hats, buttons, and bumper stickers to assist in
our process of AIDS education and prevention strategies. HRS grant
monies can be used by any organization or agencies for education and
community outreach with M. A.P. P. The Federal Health and Resource
:services Administration has authorized any program receiving their
monies to utilize M. A. P. P. for educational and community outreach.
Jackson Memorial Hospital AIDS Program has provided educational
literature and asked for a funding proposal. The National Assoeiati+on �.
of Neighborhoods is excited and seeking ways to financially smPrep rt.
M.A.P.P. The National Institute of Drug and Alchohol Abuse is
responding with Requests for Grants from us, and has sent 10.0000
posters and brochures.
