RESOLUTION NO.►9
A RESOLUTION URGING THE METROPOLITAN DADE
COUNTY COMMISSION TO CONSIDER IMPLEMENTING A
POLICY OF MARING APPOINTMENTS OF MEMBERS TO
THE METROPOLITAN PLANNING ORGANIZATION IN A
MANNER WHICH ASSURES THAT THE NUMBERS OF
MEMBERS SO APPOINTED ARE REPRESENTATIVE OF
AND IN DIRECT PROPORTION TO THE POPULATION IN
THE AREAS OF THE COUNTY INCLUDING
MUNICIPALITIES WHOSE INTERESTS ARE TO BE
SERVED BY THE FUNCTIONS AND ACTIVITIES OF
SAID METROPOLITAN PLANNING ORGANIZATION.
WHEREAS, the Dade County Metropolitan Planning Organisation
has, inter alia, the authority and responsibility for the
management of a continuing, cooperative and comprehensive
transportation planning process that is charged with the
development of plans and programs which are consistent with the
comprehensively planned development of the Dade County area; and
WHEREAS, the Metropolitan Planning Organization is the forum
for cooperative decision making by the principle elected
officials relative to public transportation planning in Dade
Countyi and
WHEREAS, the Dade County Metropolitan Planning Organization
Is responsible for the development of a transportation
improvement program and for initiating federally aided
transportation facilities and improvements within the County's
urbanized area in accordance with existing and subsequent federal
and state laws and rules and regulations related thereto; and
WHEREAS, the Metropolitan Dade County Planning Organization
is empowered with any number of other responsibilities and
authority which greatly impacts public transportation facilities
of the City of Miami; and
WHEREAS, membership of the Dade County MetropQlitan sl4a!
Organisation is presently composed of members of the Dods Connty
Commission; and

WHEREAS, effective October 1, 1988, the Governor of the
State of Florida has been empowered and directed by Florida
Statute to appoint two (2) additional votinq members to the Dade
County's Metropolitan Planning Organization; and
WHEREAS, one of such additional members must be an elected
official from a municipality within the county; and
WHEREAS, the Miami City Commission desires that the message
contained herein be favorably considered by the Dade County
Commission and forwarded to the Governor before his next
appointments to the Dade County Metropolitan Planning
Organization are made;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The City Commission hereby urges the
Metropolitan Dade County Commission to consider implementing a
policy of making appointments of members to the Metropolitan
Planning Organization in a manner which assures that the numbers
of members so appointed are representative of and in direct
proportion to the population in the areas of the County including
municipalities whose interests are to be served by the functions
and activities of said Metropolitan Planning Organization.
