3-weS5 8/23/88 RESOLUTION NO. 88-#789 A RESOLUTION ALLOCATING AN AMOUNT NOT TO EXCEED $50,000 FROM SPECIAL PROGRAMS AND ACCOUNTS IN SUPPORT OF AN EDUCATIONAL PROGRAM TO BE CONDUCTED BY THE CITY MANAGER FOR THE PURPOSE OF INFORMING AND EXPLAINING TO THE VOTERS OF THE CITY OF MIAMI THE ELEMENTS INVOLVED IN REGARD TO THE VOTERS' CONSIDERATION OF THE QUESTIONS OF AUTHORIZING ISSUANCE OF $35 ,000,000 STREET AND HIGHWAY IMPROVEMENT GENERAL OBLIGATION BONDS AND $10,0009000 WATERFRONT IMPROVEMENT GENERAL OBLIGATION BONDS OF THE CITY OF MIAMI, SUCH QUESTIONS APPEARING ON THE BALLOT AT THE NOVEMBER 8, 1988 GENERAL ELECTION. WHEREAS, at the July 14, 1988 City Commission meeting, the City Commission recognized the need to inform and explain to the voters of the City the issues that will appear on the ballot at the November 8, 1988 general election in connection with a proposed i35,000,000 street and highway improvement bond issue and a proposed $10,000,000 waterfront improvement bond issue; and WHEREAS, at said City Commission meeting, motion 88-672 was approved directing the City Manager to prepare and bring back for the City Commission's consideration and approval, a proposed Educational Program at a cost not to exceed $50,000 for the purpose of informing and explaining said issues to the voters; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. An amount not to exceed $50,000 is hereby allocated from Special Programs and Accounts in support of a Program to be conducted by the City Manager for the purpose of informing and explaining to the voters of the City of Miami the elements involved in regard to the voters' consideration of the questions of authorizing the issuance of Street and Highway Improvement General Obligation Bonds in an amount not to exceed i 35,000,000 and Waterfront Improvement General Obligation Bonds in an amount not to exceed $10,000,000 of the City of Miami, such questions appearing on the ballot at the November 8, 1988 General Election. Odio FRO City Manager RECOMMENDATION: 30 DATE: S EP - 1 190 MLEt SUBJECT Resolution Authorizing Educational Program for the Proposed Highway and Waterfront Bond Issues REFERENCES: (For Commission Meeting of ENCLOSURES: September 8, 1 988) It is respectfully recommended that the City Commission adopt the attached resolution authorizing an amount not to exceed $50,000 from Special Programs and Accounts in support of an Educational Program for the purpose of presenting information concerning the proposed $40,000,000 Street and Highway Improvement Bond Issue and the proposed $10,000,000 'waterfront Improvement Bond Issue to the voters of the City of Miami. BACKGROUND: The Highway General Obligation Bond Funds are nearly depleted and funds are insufficient to complete the fiscal year 1987-1988 street improvement program. Anticipating the need of additional funds from the City's Capital Improvement Program for Street Improvements, a Street and Highway Improvement Bond Issue was placed on the ballot of the March 8, 1988 Special Election. The failure of this bond issue was due, in part, to the voters limited information and understanding of the Capital Improvement Program for Street Improvements. At the July 14, 1988 City Commission meeting, the City Commission recognized the need to properly inform and explain to the voters details of the proposed $40,000,000 Street and Highway Improvement Bond Issue and the 8 y rovement P proposed f10,030,000 Waterfront Improvement Bond Issue that will appear on the 1o'llot � ' at the November S. 1988 general election.
