A RESOLUTION CONCERNING THE COLUMBUS DAY
WEEKEND PARADE TO BE CONDUCTED BY THE
CARNIVAL DEVELOPMENT COMMITTEE ON OCTOBER 8,
1988, AUTHORIZING THE CLOSURE OF DESIGNATED
STREETS TO THROUGH VEHICULAR TRAFFIC SUBJECT
TO THE ISSUANCE OF PERMITS BY THE DEPARTMENTS
OF POLICE AND FIRE, RESCUE AND INSPECTION
SERVICESt CONDITIONED UPON THE ORGANIZERS
PAYING FOR THE NECESSARY COSTS OF CITY
SERVICES ASSOCIATED WITH SAID EVENT AND THE
REQUIREMENT THAT THE CITY WILL BE INSURED
AGAINST ANY POTENTIAL LIABILITY.
WHEREAS, the Carnival Development Committee will conduct the
Columbus Day Weekend Parade on Saturday, October 8, 19881 and
WHEREAS, certain streets shall be closed to through
vehicular traffic during specified dates and hours to insure the
safety of the participants and pedestrians attending this events
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section I. In order to effectuate safe passage during the
parade to be conducted by the Carnival Development Committee, the
following streets are hereby closed to through vehicular traffic
from 9sO9 a.m. to 4s88 p.m. on Saturday, October 8, 1988:
North Bayshore Drive from Northeast Thirteenth Street to
Northeast Nineteenth Street
MacArthur Causeway Ramp from North Bayshore Drive to
Bicentennial Park north entrance
Included in the herein closure are all streets, avenues,
alleys, ways and thoroughfares which intersect the
enumerated areas delineated in this Section.
Section 2. Such closing of streets is subject to the
issuance of permits by the Departments of Police and Fire, Rescue
and Inspection Services. Said permit from the Department of
Police is to be issued upon the full approval of the Chief of
Police after giving all due consideration to the safety &W

traffic needs of residents, businesses and religious institutions
in the area for entering and crossing through said arterials and
upon the favorable exercise of the City Manager's judgment
predicated upon all factors set forth herein.
Section 3. Such authorisation is hereby conditioned upon
the organizers obtaining insurance requirements as mandated by
the City of Miami and paying for all costs of City services
associated with said event.

RECOMMENDATION s
It is respectfully recommended that the City Commission adopt the
attached resolution authorizing street closures in connection with
the Columbus Day Weekend Parade to be conducted by Carnivkl
Development Committee on Saturday, October 8, 1988.
BACKGROUND s
The Department of Community Development has prepared the appropriate
legislation which authorizes the closure of certain streets for the
Columbus Day Weekend Parade to be conducted by the Carnival
Development Committee on Saturday, October S., 1988. A parade will be
held in Downtown Miami culminating in Bicentennial Park with a
Caribbean music and food festival celebrating the Discovery of the
Caribbean Islands by Christopher Columbus.
