HomeMy WebLinkAboutR-88-07808 229 /9 RESOLUTION NO. %'7W A RESOLUTION CONCERNING THE 1988 ORANGE BLOSSOM CLASSIC PARADE TO BE CONDUCTED BY THE ORANGE BLOSSOM CLASSIC COMMITTEE ON OCTOBER 8, 1988, PROVIDING FOR THE CLOSURE OF DESIGNATED STREETS TO THROUGH VTTi?CULAR TRAFFIC ESTABLISHING A PEDESTRIAN MALL SUBJECT TO THE ISSUANCE OF PERMITS BY THE DEPARTMENTS OF POLICE AND FIRE, RESCUE AND INSPECTION SERVICESt FURTHER ESTABLISHING AN AREA PROHIBITED TO RETAIL PEDDLERS DURING THE PERIOD OF THE EVENTt CONDITIONED UPON THE REQUIREMENT THAT THE CITY WILL BE INSURED AGAINST ANY POTENTIAL LIABILITY AND UPON THE ORGANIZERS PAYING FOR ALL NECESSARY COSTS OF CITY SERVICES ASSOCIATED WITH SAID EVENT, BEYOND THE FUNDING PROVIDRD BY FESTIVAL ORDINANCE NO. 10206. WHEREAS, the Orange Blossom Classic Committee will conduct the 1988 The Orange Blossom Classic Parade on Saturday, October 8, 1988t and WHEREAS, certain streets must be closed to through vehicular traffic, establishing a pedestrian mall during specified hours to ensure the safety of the participants and attendeest and WHEREAS, the organizers have requested that retail peddlers be restricted in the area of the parades NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDAs Section 1. In order to effectuate safe passage and establish a temporary pedestrian mall during the 1988 Orange Blossom Classic Parade the following streets are hereby closed to through vehicular traffic from 8:88 A.M. to 4:88 P.M. on Saturday, October 8, 1988 as specified below: Northwest Fifty -Fourth Street from Northwest Seventh Avenue to Northwest Twelfth Avenue Northwest Seventh Avenue from Northwest Fifty -Fourth Street to Northwest Seventy -First Street Northwest Seventy -First Street from Northwest Seventh Avenue to Twelfth Avenue (City Limits) Included in the herein closure are all streets, avenues, alleys, ways and thoroughfares which intersect the enumerated areas delineated in this Section. *Few Section 2. Such closing of streets is subject to State approval and issuance of permits by the Depertments of Police and Fire, Rescue and Inspection Services. Said permit from the Department of Police is to be issued upon full approval of the Chief of Police after giving all due consideration to the safety and traffic needs of residents, businesses and religious institutions in the area for entering and crossing through said arterials and upon the favorable exercise of the City Manager's judgement predicated upon all factors set forth herein. Section 3. Pursuant to the provision of City Code Saction 39-13 all retail peddlers' occupational licenses issued under the provisions of Chapter 31 of the City Code, as amended, will not be valid on October 8, 1988, during the hours of 10:00 A.M. to 4:00 P.M. on the above designated streets and on all intersecting streets for two blocks in all directions. Section 4. Such authorizations are hereby subject to the organisers obtaining insurance requirements as mandated by the City of Miami and paying for all necessary costs of City services, beyond the funding provided by Festival Ordinance No. 10206. Od io City Manager RECOMMENDATION% oAn, AUG 2 6 1988 n«. 22 su.JtCT: Resolution Street Closure Restriction of Retail Peddlers /Orange Blossom UMMM IEWClassic Parade [McL.0guR[s:Commission Agenda Item September 8, 1988 It is respectfully recommended that the City Commission adopt the attached resolution authorising street closures and the restriction of retail peddlers in the area in connection with the 1988 Orange Blossom Classic Parade to be conducted by the Orange Blossom Classic Committee on Saturday, October 8, 1988. BACKGROUND: The Department of Community Development has prepared the appropriate legislation which authorizes the closure of certain streets and the restriction of retail peddlers in the area for the 1988 Orange Blossom Parade to be conducted by the Orange Blossom Classic Committee on Saturday, October 8, 1988. This parade promotes a sans* of pride for the Black community in our City, it also promotes patronage of the Liberty City business district.
