WHEREAS, the City Manager has prepared and submitted to the City Commission a Budget Estimate of the expenditures and revenues of all City Departments and Boards for the Fiscal Year 1988-89 „ copies of such estimate having been furnished t the newspapers of the City and to the main library in the C 14ch is open to the public; and WHEREAS, provisions have been du a e by the City Commission for Public Hearings on t o ordinance before the City Commission as a C tte f the whole and Public Hearings thereon were held; NOW, THEREFORE, BE IT �RDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Sectio 1.
