Dear Mr. Cather:
This is in response to the City Commission Resolution requesting 4-way
stop signs at each intersection on the subject roadway. An engineering
study has been performed and we want to advise you of our findings.
Work orders, have been issued for the installation of 4-way atop signs at
S.W. 24 Avenue (Calusa Street) and S.W. 28 Street. The Public Works
Department will monitor the impact of this control on the S.W. 28 Street
corridor.
We are pleased to have had the opportunity to look into this matter for
you.

Closure of Streets in
Coconut Grove

The restriction of vehicular traffic at seven locations in Coconut
Grove along S.W. 27 Avenue and Aviation Avenue north of Tigertail
Avenue, as authorized by the City Commission, has not been
accomplished.
BACKGROUND
At the May 19, 1988 Commission meeting Resolution No. 88-480
authorized the Department of Public Works to restrict vehicular
traffic access to Inagua Avenue, Swanson Avenue, Trapp Avenue and
Lincoln Avenue at the northeasterly side of their intersection with
Aviation Avenue, and Inagua Avenue, Trapp Avenue and Lincoln Avenue
at the easterly side of S.W. 27 Avenue for a 90-day trial period.
The administration was further directed by the City Commission to
develop a mechanism whereby the temporary closures of these streets
would be funded by a homeowner's association or other interested
party. Based upon the procedure established for the closure of
Jefferson Street at the intersection of S.W. 28 Street, a letter
agreement designating areas of responsibility was prepared and
delivered to the Grove Park Homeowners Association for the temporary
closure of Inagua Avenue, Swanson Avenue, Trapp Avenue and Lincoln
Avenue at their intersection with Aviation Avenue; and to Mr.
Fenimore Pittone for the temporary closure of Inagua Avenue at the
easterly side of S.W. 27 Avenue. Interested parties concerned with
respect to the closure of Trapp Avenue and Lincoln Avenue at their
easterly intersection with S.W. 27 Avenue have not contacted the
administration.
The letter agreements explicitly state that the homeowner's
association or individual will pay for the cost of the temporary

In a related issue, two additional streets in the subject
neighborhood will be included for closure to vehicular trot ic:
Bird Road at the easterly zoned right-of-way line of S.W. 27 Avenue
and Andros Avenue at a location of 150 feet east of the zoned
centerline of S.W. 27 Avenue. These closures were authorised by
Motion No. 88-480.1 and will be presented to the City Commission for
consideration by resolution at the October 13, 1988 Regular
Commission Meeting.
