HomeMy WebLinkAboutR-88-0868J-88-949 8/30/88 RESOLUTION NO. 98-R68 A RESOLUTION OF THE MIAMI CITY COMMISSION STRONGLY URGING THE IMMEDIATE ADOPTION OF FEDERAL LEGISLATION, KNOWN GENERALLY AS THE ACT FOR BETTER CHILD CARE (ABC) BILL, WHICH WILL NOT ONLY STRENGTHEN STATE AUTHORITY IN THE LICENSING AND REGULATION OF THOSE PERSONS PROVIDING CHILD CARE SERVICES BUT ALSO AUTHORIZE LOCAL GOVERNMENTS INCLUDING CITIES TO PARTICIPATE IN STATE/FEDERAL PROGRAMS AND FUNCTION AS RESOURCE AND/OR REFERRAL AGENCIES IN THE DELIVERY OF SUCH CARE, RECEIVING FUNDS IN SUCH CAPACITY IN ORDER TO ENSURE THAT ADEQUATE SATISFACTORY CHILD CARE SERVICES CAN BE PROVIDED TO ALL FAMILIES IN NEED OF SUCH SERVICES BECAUSE OF LOW FAMILY INCOME; FURTHER DIRECTING THE CITY CLERK TO TRANSMIT A COPY OF THIS RESOLUTION TO THE HEREIN DESIGNATED OFFICIALS. WHEREAS, there is an urgent need for the development and adoption of federal standards related to the quality and availability of child care services; and WHEREAS, legislation dealing with this subject and with funding and administrative guidelines is pending in the U.S. Senate and the House of Representatives with different versions of the legislation having been considered at the committee level in both chambers; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The Miami City Commission hereby strongly urges immediate adoption of federal legislation, known generally as the Act for Better Child Care (ABC) Bill, which will not only strengthen state authority in the licensing and regulation of those persons providing child care services but also authorize local governments including cities to participate in state/federal programs and function as resource and/or referral agencies in the delivery of such care, receiving funds in such capacity in order to ensure that adequate satisfactory child care services can be provided to all families in need of such services because of low family income. Issues facing American families were a priority during the 100th Congress. We took an active role in exploring means to alleviate some of the burdens faced by the American family. Of particular concern to working women and men was the availability of affordable, quality day care. With close to 70 percent of all mothers with school age children working outside of the hose, day care and parental and medical leave legislation were introduced to address the changing needs of the American family. These problems require attention, and are of critical importance to local, state, and national legislators. During the 100th Congress, the Parental and Medical Leave Act of 1987, and the Act for Better Child Care (ABC), both introduced by Senator Dodd, were combined into one pro -family initiative. Although the Senate's attempt to proceed with the pro -family measure was defeated by a close margin on October 7, 1988, I supported addressing pro -family issues on the Senate floor because such matters are of great consequence to the American people. The parental leave bill guaranteed parents of newborn or sick children up to 10 weeks of unpaid leave over a two-year period, while the ABC bill created a federal child care program for families earning up to 115 percent of their state's median income. In addition, the pro -family package included anti- pornography laws. Assistance would be provided on s sliding scale, based on family side and income. • 10 percent of this amount is to be used to extend state and locally funded public preschool programs, Head Start, Chapter I preschool programs and preschool for handicapped children so these programs can operate all day and all year long. Improves the Quality of Child Care for All Families • States would review and update their child care licensing standards periodically and meet minimum recent( standards in key area including staff -child ratio, group size, health and safety and parental involvement. • Funds would help states hire and train an adequate number of monitoring staff to assure programs comply with the sumdards. • States would develop plans to address the low salaries and lack of compensation afforded child care staff. • Child pre staff would be.required to have 15 hours per year of in-service training. • Funds would be provided for states to develop local resource and referral programs to help parents rind quality child care.
