At the request of Vice Mayor Rosario Kennedy, this discussion item has been
placed on the September 8, 1988 City Commission Agenda. The Edison Center
Gateway Project is located in the Model City area along N.W. 7th Avenue from
N.N. 58th to N.M. 64th Streets and along N.W. 62nd Street (MLK Jr. Boulevard)
from I-95 to N.N. 12th Avenue.
Following the civil disturbances of 1980, the Edison Center Business District
Economic Committee was organized by Commissioner Miller J. Dawkins to
establish economic development strategies for the revitalization of the Edison
Center Business District. The committee, comprised of business persons,
community leaders, residents, community organization representatives and
government staff, adopted several objectives and strategies for economic
development including, although not limited to, the following:
To update the physical, visual and environmental conditions of the
commercial area and to create an attractive and convenient environment
for shoppers and workers.
The Edison Center Gateway Project is designed to improve the aesthetic
appearance of the Edison Center Business District as well as to create a
landscaped gateway into the area. Initially, improvements will include
landscaping to buffer I-95, street furniture, trash receptacles, and lighting
and signage in the following areas: NW 58th Street to NW 64'h Street along NW
7th Avenue; and NW 62nd Street from I-95 to NW 10th Avenue (see attached map).
However, it is proposed that future plans for the Gateway project will be
extended to NW 12th Avenue along NW 62nd Street (MLK Jr. Boulevard).
In 1985, the Tacolcy Economic Development Corporation (TEDC) submitted a
proposal to the City of Mimi for implementation of the project. TOX"s
proposal was comprehensive, and incorporated a proposed banner program, youth
artist street plurals, street furniture, landscaping and brick pavtrs. In
February, 1988, the estimated cost of the project was approximately $11S,000.
At that time, TEDC requested that funding of the project be provided by the
City of Miami ($30,000), Metro -Dade County ($30,000), Florida Department of

Transportation ($24,000) and the private sector ($31,000). The City has
contributed it's $30,000 share from 12th Year Community Development Block
Grant funds. The City of Miami, through the Planning Department, has been
coordinating this project.
An updated cost estimated has been prepared which totals approximately
$168,000. In order to reduce costs, design and engineering services are being
provided in-house by the Department of Public Works.
The City Commission passed Resolution No. 88-273, which authorized the City
Manager to execute a highway maintenance agreement between the City and the
Florida Department of Transportation.
1. The Department of Public Works Highway Section has prepared final design
drawings and specifications.
2. Cost estimates have been prepared to reflect the .actual quantity of work
which can be accomplished with available funding.
3. A Highway Maintenance Agreement has been executed with the Department of
Public Works. The City Commission has approved the agreement and the City
accepts the responsibility for the maintenance and upkeep of the
improvements.
4. Additional funding sources have been identified through the State of
Florida Highway Beautification Grant Program. The application is being
coordinated by the Planning Department. The grant application will be
filed with the Florida Department of Transportation on November 2, 1988.
The current plans prepared by Public Works apply to NW 7th Avenue between
NW 61st Street and NW 63rd Street, and NW 62nd Street between NW 6th Court
and NW 8th Avenue. The design and specifications are ready for bid, and
bid advertisements are scheduled for late September, 1988, with the receipt
of bids in late October; 1988, only for Phase I.
5. Design plans are now being prepared for additional future items, such as
decorative lighting, and street furniture. These items will require
additional funding. Cost estimates for these items are in preparation.
The City Administration estimates the construction should begin by the fall of
1988.
