WHEREAS, the City Commission adopted Ordinance No. 18439 on May 19, 1988 which created a new Section 53-1 of the City Code c,a and established a ticket surcharge on paid admissions to events held in City public facilitieft aril barks; and f /� WHEREAS, the City Manager, Chie Depu t� Attorney and Directors of the Departments of Par reation and Public Facilities and Conferences a d Conve t ns have subsequently reviewed said ordinance for i �lementation; and WHEREAS, during s c iew, it was determined that the surcharge was no an f ve revenue tool for certni►1 I.Y1les of events; and WHEREAS, conve tions, conferences, trade shows, and banquets are events which are not normally attended by the public at large, but by particular, restricted groups; and WHEREAS, consumer shows, in addition, are of an education'Al and commercial nature geared to specific segments of the huying public and arp more participatory that other gated events; anal WHEREAS, the imposition of a surcharge on admissions to these types of events places City facilities in an unfa'r market position 1)Pr,Ri18e competing local facilities for these events have no surcharge; and WHEREAS, the loss of ticket surcharge revenue from these specific events can be recouped throilgh .ratst restructuring; and rJ
