A RESOLUTION ACCEPTING THE BID OF M. VILA 8
ASSOCIATES, INC. IN THE PROPOSED AMOUNT OF
$1,903,210.00, BASE BID OF THE PROPOSAL, FOR
EAST LITTLE HAVANA HIGHWAY IMPROVEMENT PHASE
II, WITH MONIES THEREFOR ALLOCATED FROM THE
1988 CAPITAL IMPROVEMENT ORDINANCE NO. 10347,
PROJECT NO. 341124 IN THE AMOUNT OF
$1,903,210.00 TO COVER THE CONTRACT COST; AND
AUTHORIZING THE CITY MANAGER TO EXECUTE A
CONTRACT WITH SAID FIRM.
WHEREAS sealed bids were received July 14, 1988, for East
Little Havana Highway Improvement - Phase II; and
WHEREAS, the City Manager and the Director of Public Works
recommend that the bid received from M. Vila S Associates, Inc.
be accepted as the lowest responsible and responsive bid; and
WHEREAS, the 1988 Capital Improvement Ordinance No. 10347,
was adopted on November 19, 1987, and monies are available for
the proposed amount of the contract, project expense, and
incidentals under Project #E341124 of said ordinance;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section I. The July 14, 1988, bid M. Vila A Associates,
Inc., in the proposes amount of $1,903,210.00, for the project
entitled East Little Havana Highway Improvement - Phase II, for
the base bid of the proposal, based on lump sum prices, is hereby
accepted at the price stated therein.
Section 2. The amount of $1,903,210.00 is hereby allocated
fro■ the 1988 Capital Improvement ordinance No. 10347, Project No.
341124 to cover the cost of said contract.

ADVERTISEMENT FOR BIDS
Sealed bids for "EAST LITTLE HAVANA HIGHWAY IMPROVMENT - PHASE II 5-4528" will
be received by the City Manager and the City Commission of the City of Miami,
Florida at 11:00 a.m. on the 14th day of July, 1988, at the City Clerk's
Office, first floor of the Miami City Hall, 3500 Pan American Drive, Dinner
Key, Miami, Florida, 33133, at which time and place they will be publicly
opened and read.
The work will consist of construction of approximately 2.5 miles of streets in
the area bordered by S.W. 1 Street, S.W. 8 Street, S.W. 8 Avenue and S.W. 12
Avenue. Construction will include the following: clearing and grading,
construction of asphaltic pavement, concrete curbs and/or gutters, concrete
sidewalk, storm sewer facilities and landscaping. City regulations will allow
bidders to furnish a performance and a bid bond in accordance with Resolutions
No. 86-963 and No. 87-915. For technical questions regarding the plans and
specifications please contact Leonard J. Helmers, P.E., Highway Design
Engineer, at (305)579-6865. Prospective bidders will be required to submit,
with their bid, a copy of the appropriate Certificate of Competency, as issued
by Dade County, which authorizes the bidder to perform the proposed work.
All bids shall be submitted in accordance with the Instructions to Bidders and
Specifications. New City regulations will require each bidder to submit
proposals in duplicate originals. Plans and specifications may be obtained
from the office o the Director of Public Works, 275 N.W. 2 Street, 4th floor,
Miami, Florida, 33128, on or after June 16, 1988. There will be a $20 deposit
required for the first set of plans and specifications. Additional —sets may
be purchased for as ee 7 $20 per set and this is not refundable. Deposits
will be refunded only upon Ue return of one set of plans and specifications
to the Department of Public Works, unmarked and in good condition within two
(2) weeks after the opening of the bids.
Bidders are alerted to the provisions of Ordinance No. 10062 regarding
allocation of contracts to minority vendors. The City will expect prospective
bidders to submit an Affirmative Action Plan, as defined in said Ordinance,
and as required in the Instructions to Bidders.
The City of Miami has adopted Ordinance No. 10032, which implements the "First
Source Hiring Agreement." The object of this ordinance is to provide
employment opportunities to City of Miami residents on contracts resulting in
the creation of new permanent jobs. Contractors may be eligible for wage
reimbursement under this program. For further information contact the
Department of Public Works, City of Miami, at (305)579-6856.
Proposal includes the time of performance, and specifications contain
provisions for liquidated damages for failure to complete the work on time.
The City Commission reserves the right to waive any informality in any bid,
and the City Manager may reject any or all bids, and readvertise (8-4528, Req.
5508).

Please be advised that I intend to bring up, as a pocket item
at the October 3rd, 1988, Commission Meeting, the emergency
award of a contract to M. Vila a Associates, Inc., for the
construction of East Little Havana Highway Improvement - Phase
II.
Bids for this project were received on July 14th. Due to
extensive agendas, the item has missed both the September 8th
and the October 3rd Commission meetings.
The project contemplates rebuilding an area bounded by SW 1
Street and SW 8 Street, between SW 8 Avenue and SW 12 Avenue.
Utility work in the area has been completed for some time, and
the temporary patching placed by the utility companies is
beginning to deteriorate. This deterioration and pavement
failure is causing major dust problems to the neighbors, many
of whom are elderly. In addition, if the project continues to
be delayed, construction will be taking place during the Calle
Ocho festivities next year.
The sixty days during which the contractor must hold his bid
for the City have elapsed. The contractor has agreed to hold
his bid for an additional thirty (30) days.
