RESOLUTION NO.
A RESOLUTION DECLARING THAT THE MOST
ADVANTAGEOUS METHOD TO DEVELOP CERTAIN
IMPROVEMENTS ON CITY -OWNED WATERFRONT LAND IS
BY A UNIFIED DEVELOPMENT PROJECT (UDP),
AUTHORIZING THE CITY MANAGER TO PREPARE A
DRAFT REQUEST FOR PROPOSALS (RFP) FOR A UDP,
AND SCHEDULING A PUBLIC HEARING FOR OCTOBER
27, 1988, AT 4:00 P.M. TO TAKE TESTIMONY
REGARDING A UNIFIED DEVELOPMENT REQUEST FOR
PROPOSALS (RFP) FOR THE DEVELOPMENT OF A
FULL -SERVICE BOAT YARD FACILITY, MARINA AND
ANCILLARY MARINE -RELATED RETAIL USE ON CITY -
OWNED WATERFRONT PROPERTY LOCATED AT 2640
SOUTH BAYSHORE DRIVE, MIAMI, FLORIDA; TO
AUTHORIZE THE ISSUANCE OF AN RFP, SELECT A
CERTIFIED PUBLIC ACCOUNTING FIRM AND APPOINT
MEMBERS OF A REVIEW COMMITTEE TO EVALUATE
PROPOSALS AND REPORT FINDINGS TO THE CITY
MANAGER AS REQUIRED BY THE CITY CHARTER AND
CODE.
WHEREAS, the City of Miami Charter Section 29-A(c) allows
for "Unified Development Projects" where an interest in real
property is owned or is to be acquired by the City and is to be
used for development of improvements; and
WHEREAS, on March 8, 1988, Just such a project involving the
lease of the 2640 South Bayshore Drive property was disapproved
by the electorate making it necessary for the City Commission to
examine again the question of how to develop said property; and
WHEREAS, the City Commission determines that for the
development of a full -service boat yard facility, marina, and
ancillary marine -related retail use on approximately 12.57 acres
of City -owned property located at 2640 South Bayshore Drive,
Miami, Florida, comprised of 6.36 acres of upland and 6.21 acres
of bay bottom contiguous to the upland, it is Most advantageous
for the City to procure from a private person one or more of the
following integrated packages:

Planning and design, construction and leasing; or
Planning and design, leasing and management; or
Planning and design, construction and management; or
-- Planning and design, construction, leasing and
management; and
WHEREAS, on September 27, 1988, by Motion 88-850, the City
Commission directed the City Manager to prepare a Unified
Development Request for Proposals for the 2640 South Bayshore
Drive Property; and
WHEREAS, Section 29-A(c) of the City Charter requires that
the City Commission hold a public hearing to consider the
contents of the Request for Proposals (RFP); and
WHEREAS, Section 29-A(c) further authorizes, at the
conclusion of the public hearing, if the City Commission is
disposed to proceed, issuance of an RFP, selection of a certified
public accounting firm, and appointment of members to a review
committee from persons recommended by the City Manageri
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. It is most advantageous for the development of a
full -service boat yard facility, marina, and ancillary marine -
related retail use of City -owned waterfront property located at
2640 South Bayshore Drive, that the City procure from a private
person the following integrated package:
- Planning and design, construction, leasing and
management.
Section 2. The City Manager, as authorized by Motion 88-850
and herein, shall develop a Request for Proposals for a Unified

Development Project for the development of the improvements as
set forth in Section 1 hereinabove.

j Section 3. A Public Hearing to consider a Unified

• South Bayshore Drive is hereby scheduled for October 27, 1988, at
4: 00 P.M.
Section 4. As required by the City Charter and Code the
City Commission &hall, at the conclusion of the Public Nearing,
authorise the issuance of a Request for Proposals, select a
certified public accounting firm and appoint members of a review
committee to evaluate proposals and render a written report to
the City Manager.

It is respectfully recommended that the City Commission adopt the
attached Resolution declaring the development of improvements on
City -owned waterfront property to be a Unified Development Project
(UDP), authorizing the preparation of a Request for Proposal$ (REP),
and scheduling a Public Hearing for October 27, 1988, at 4:00 p.m. to
take testimony regarding a Unified Development RFP for the
development of a full service boatyard, marina, and marine -related
retail use on an approximately 12.57 acre waterfront site located at
2640 South Bayshore Drive, Miami, Florida.
BACKGROUND:
The Department of Development recommends a Public Hearing be
scheduled for October 27, 1988 at 4:00 p.m. to take testimony
regarding an RFP for the 2640 South Bayshore Drive Property, as
required by the City Charter and Code for Unified Development
Projects.
Pursuant to the City Commission's directive of September 27, 1988, an
RFP for the 2640 South Bayshore Drive Property shall incorporate the
following requirements:
- A minimum $1.5 million investment in permanent improvements
to the facilities and property to be made upon commencement
Of construction
- A minimum annual guaranteed rental payment of $350,000
- A minimum lease term of 10 years
- Amounts proposed in excess of specified minimum requirements
shall be subject to negotiation as related to lease term

- Proposers are offered, as an option, utilisation of proceeds
from a =1.5 million City revenue bond issue to be used
exclusively for permanent improvements to the facilities and
property. Repayment to the City shall be guaranteed by the
successful proposer and shall be in addition to the minimum
annual rent of $350,000
Definitions and minimum requirements for development of a
full -service boat yard facility and marina:
"A full -service boat yard facility is herein defined as a
facility offering boat hauling, storage, repair and
maintenance services for boats greater than 28 feet in
length.e Maximum boat site and weight are not limited by
this RFP, but will be affected by local water depths.
The facility shall offer the opportunity for individual boat
owners to provide repair services, general maintenance and
improvements independent of those provided by the operator.
The boat yard facility must provide for full boat repairs
Including electrical, mechanical, plumbing, planking,
rigging, carpentry, hull repairs, and engine repairs. The
boat yard facility must include showers and restrooms for
users.
Hull repairs, painting, scraping and engine repairs must be
conducted in full compliance with all applicable City,
County, State and Federal regulations governing noise, odor
and air pollution controls.
While dry rack boat storage is not required to be contained
within a covered structure(s), sore favorable consideration
will be given in the evaluation process to covered dry rack
boat storage.

Proposers are required to renovate, upgrade, operate and
maintain the existing marina facilities to a quality
consistent with other first class marines in the Miami
Metropolitan area. The marina facility shall include wet
slip storage, launching and hauling provisions for boats
greater than 28 feet in length.
Proposers are offered the option to expand the marina by an
area of 1.69 acres and to redesign the piers to maximize the
number of slips for wet boat storage that the marina may
functionally accommodate.
The marina shall include dockmaster services during normal
working hours to direct docking activities and for the sale
and pumping of fuel. Provisions for twenty-four hour
security, emergency fuel pumping services at the request of
the U.S. Coast Guard, police, or other authorities as way be
designated by the City of Miami, and fire -fighting equipment
to provide emergency services in accordance with the City of
Miami Fire Code.
Minimum improvements to be made to the existing boat yard and
marina facilities shall include, but not be limited to
compliance with current Federal, State and local code
requirements including life safety needs and repair and/or
replacement of the 1,091.5' linear foot seawall."
In accordance with City Charter and Code requirements for Unified
Development Projects, a Public Hearing, duly advertised 7 days prior,
must be held to discuss the contents of the proposed RFP. At the
conclusion of the Public Hearing that will be scheduled for October
27, 1988, by adoption of the attached Resolution, the City
Commission, if disposed to proceed, authorizes the issuance of an RFP
for this UDP, selects a certified public accounting firm and appoints
members to a review committee to evaluate proposals and render a
written report to the City Manager.
