A RESOLUTION CONCERNING A HOLIDAY CONCERT AT SAYFRONT PARK AMPHITHEATER TO BE CONDUCTED BY THE UNIVERSITY OF MIAMI SCHOOL OF MEDICINE MAILMAN CENTER, HEREBY DESIGNATING DECEMBER 2, 1988 AS ONE OF THE THIRTY (30) DAYS RESERVED FOR USE BY THE CITY PURSUANT TO ORDINANCE NO. 10348, WITHOUT THE USER PAYING THE FEES FOR THE PARK; ALLOCATING AN AMOUNT NOT TO EXCEED $2,100 FROM SPECIAL PROGRAMS AND ACCOUNTS, CONTINGENT FUND, TO PARTIALLY COVER CITY SERVICES, CONDITIONED UPON THE ORGANIZERS REIMBURSING THE CITY UP TO ONE HUNDRED PERCENT (100%) IF THE TOTAL GROSS PROCEEDS EXCEED $2,100; AUTHORIZING A ONE -DAY PERMIT TO SELL BEER AND WINE IN CONNECTION WITH SAID EVENT SUBJECT TO THE ISSUANCE OF ALL PERMITS REQUIRED BY LAW; FURTHER CONDITIONED UPON THE REQUIREMENTS THAT THE ORGANIZERS ARE PAYING FOR ALL OTHER COSTS OF CITY SERVICES AND THAT THE CITY WILL BE INSURED AGAINST ANY POTENTIAL LIABILITY. BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. December 2, 1988 is hereby designated as one of the thirty (30) days reserved for use of Bayfront Park by the City pursuant to Ordinance No. 10348, without the user paying the fees for the park in connection with a holiday concert to be conducted by the University of Miami School of Medicine Mailman Center. Section 2. An amount not to exceed $2,100 from Special Programs and Accounts, Contingent Fund, is hereby allocated in support of said event to partially cover City services, conditioned upon the organizers reimbursing the City up to one hundred percent (100%) if the total gross proceeds exceed $2,100. Section 3. Upon the issuance of a temporary permit by the Florida Department of Business Regulations, Division of Alcoholic Beverages and Tobacco, to sell beer and wine pursuant to City Code 54-12.1, the request of the organizers to sell beer and wine for a one -day period in connection with said musical concert is hereby granted subject to the issuance of all permits required by law. On Friday, December 2, 1988 the University of Miami Mailman Center for Child Development will host a "Holiday Concert and Light Up Miami" at the beautiful new Amphitheater. This event is in con- junction with the City of Miami's "Winter Reflections on the Bay". The proceeds of the concert will benefit the Tactual Speech Project. The Project is currently working toward a new and. innovative, fully functional artificial hearing device called a Tactual Vocoder, that presents sound to the skin rather than to the ears. Through tactual vocoders deaf children "feel" sound in patterns that they learn to understand. With tactual vocoders children also learn to "speak" (a skill difficult for the deaf), because they feel their own voices as well as those of their teachers. Unfortunately, we are unable to provide all the children with this much needed device until we raise $ 150,000. That is the purpose of the December 2nd event. We would like to ask the City's assistance with our event by waiving the fee of the Amphitheater along with the police, fire and solid waste expenses. Our hope for the future is that infants identified at birth as deaf will be fitted with an artificial hearing system and will learn to "hear and speak" without any noticeable handicap. We look forward to a favorable response to this request for a most worthy cause.
