Odio REFERENCtf Agenda Item City Manager ENCLOGURES RECOMMENDATION: It is respectfully recommended that the City Commission adopt the attached resolution which allocates $182,500 from Special Programs and Accounts, Special Events, to several cultural programs for fiscal year 1988-89 under Festival Ordinance No. 10206. BACKGROUND: The Department of Community Development has prepared the appropriate legislation in connection with Festival Ordinance No. 10206. On January 8, 1987, the City Commission established a five-year funding program using $200,000 from Special Programs and Accounts to fund community cultural events, with the provision that each succeeding year funding for each of those events would be decreased by at least 201 from the base year's allocation for a maximum period of five (5) years. This year, as a result of the 20% reduction, a balance of $48,000 was available to fund new cultural programs. However, on July 21, 1988, by Motion No..88-686, the City Commission expressed its intent to allocate $30,500 to ASIAFEST, Inc. to cover City expenses related to the ASIAFEST Festival scheduled at Bayfront Park November 14-20, 1988, with the stipulation that if any profits are derived from the event, and said event is not held for a second year, said profits shall revert back to the City. Last year's $40,000 allocation to the Greater Miami Opera was conditioned upon the Opera providing 2,500 season tickets for distribution to City of Miami underprivileged children. However, the City Commission on July 14, 1988, by Motion 88-718, reduced the amount of the grant due to the fact that the organization did not distribute the prescribed amount of tickets within the City of Miami. It is recommended that this year's allocation of $32,000 be subject to the Opera providing 2,000 (a 20% reduction from last year) tickets to the City for distribution to inner-city underprivileged children. 3%I The Honorable Mayor and Members of the City Commission Page two Under the above guidelines, the following events should receive funding during FY 88-89: Orange Blossom Classic $ 21,999 Calls Ocho Open House Festival iS,B•d Fiesta by the Bay 151000 Miami/Bahamas Goombay Festival is,000 Miami City Ballet 15,00v Bunstreet Festival is, me Three Kings Parade 151000 Greater Miami Opera 32,060 Bethune-Cookman 91000 AS IA!'EST 30yS00 Available Balance 1 7500 TOTAL*za0. ffe The amount of $17,500 is available to fund a new program(s) or event(s) if the City Commission so desires. a,.
