A RESOLUTION ALLOCATING AN AMOUNT NOT TO
EXCEED $200,000 FROM SPECIAL PROGRAMS AND
ACCOUNTS, SPECIAL EVENTS, IN SUPPORT OF
CERTAIN COMMUNITY CULTURAL EVENTS FUNDED
UNDER A FIVE-YEAR FUNDING PROGRAM ESTABLISHED
BY FESTIVAL ORDINANCE NO. 10206 PROVIDING
THAT FUNDING FOR EACH EVENT SHALL BE
DECREASED BY AT LEAST 20% FROM THE BASE
YEAR'S ALLOCATION FOR A MAXIMUM FUNDING
PERIOD OF FIVE YEARS; SAID ALLOCATION BEING
CONDITIONED UPON SUBSTANTIAL COMPLIANCE WITH
ADMINISTRATIVE POLICY NO. APM 1-84, DATED
JANUARY 24, 1984.
WHEREAS, on January 8, 1987, the City Commission passed and
adopted Ordinance No. 10206, which establishes a $200,000 funding
program for the purpose of funding certain community cultural
events on a five-year basis, to be considered and approved by the
City Commission on a yearly basis; and
WHEREAS, using the first year allocation as a base, funding
for each event shall be decreased by at least 20% from the base
year's allocation for a maximum funding period of five years; and
WHEREAS, the City Commission on July 21, 1988, by Motion No.
88-686, expressed its intent to allocate $30,500 from FY 88-89
festival funding to ASIAFEST, Inc. to cover City expenses for the
ASIAFEST Festival to be held at Bayfront Park November 14-20,
1988, with the stipulation that if any profits are derived from
the event and said event is not held for a second year, said
profits from the event shall revert back to the City;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. An amount not to exceed $200,000 is hereby
allocated from Special Programs and Accounts, Special Events, in
support of the following community cultural events funded under a

19296, providing that funding for each event shall be decreased
by at least 200 from the base year's allocation for a maximum
funding period of five years:

Section 2. The herein $32,000 allocation to the Greater
Miami Opera is subject to said association making available to
the City Manager a total of 2,000 season tickets to be disbursed
among underprivileged children.

subject to the stipulation that if any

Section 4. The herein allocations are hereby conditioned
upon substantial compliance with City
of Miami Administrative
Policy No. APM-1-84, dated January 24, 1984.

RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the
attached resolution which allocates $182,500 from Special Programs
and Accounts, Special Events, to several cultural programs for
fiscal year 1988-89 under Festival Ordinance No. 10206.
BACKGROUND:
The Department of Community Development has prepared the appropriate
legislation in connection with Festival Ordinance No. 10206.
On January 8, 1987, the City Commission established a five-year
funding program using $200,000 from Special Programs and Accounts to
fund community cultural events, with the provision that each
succeeding year funding for each of those events would be decreased
by at least 201 from the base year's allocation for a maximum period
of five (5) years.
This year, as a result of the 20% reduction, a balance of $48,000
was available to fund new cultural programs. However, on July 21,
1988, by Motion No..88-686, the City Commission expressed its intent
to allocate $30,500 to ASIAFEST, Inc. to cover City expenses related
to the ASIAFEST Festival scheduled at Bayfront Park November 14-20,
1988, with the stipulation that if any profits are derived from the
event, and said event is not held for a second year, said profits
shall revert back to the City.
Last year's $40,000 allocation to the Greater Miami Opera was
conditioned upon the Opera providing 2,500 season tickets for
distribution to City of Miami underprivileged children. However,
the City Commission on July 14, 1988, by Motion 88-718, reduced the
amount of the grant due to the fact that the organization did not
distribute the prescribed amount of tickets within the City of
Miami.
It is recommended that this year's allocation of $32,000 be subject
to the Opera providing 2,000 (a 20% reduction from last year)
tickets to the City for distribution to inner-city underprivileged
children.
