A RESOLUTION SCHEDULING A PUBLIC HEARING FOR
NOVEMBER 3, 1988, AT 3s00 P.M. TO TAKE
TESTIMONY REGARDING A UNIFIED DEVELOPMENT
REQUEST FOR PROPOSALS (RFP) FOR THE
DEVELOPMENT OF MARINE -ORIENTED RECREATIONAL
AND RETAIL USES, INCLUDING FOOD AND BEVERAGE
SALES, ON AN APPROXIMATELY .75 ACRE CITY -
OWNED LAND PARCEL LOCATED AT SW 2ND STREET
AND SW NORTH RIVER DRIVE ON THE MIAMI RIVER;
TO AUTHORIZE THE ISSUANCE OF AN RFP; AND TO
SELECT A CERTIFIED PUBLIC ACCOUNTING FIRM
AND APPOINT MEMBERS OF A REVIEW COMMITTEE TO
EVALUATE PROPOSALS AND REPORT FINDINGS TO
THE CITY MANAGER AS REQUIRED BY THE CITY
CHARTER AND CODE.
WHEREAS, the City of Miami Charter Section 53(c) allows for
"Unified Development Projects" where an interest in real property
is owned or is to be acquired by the City and is to be used for
development of improvements; and
WHEREAS, on May 14, 1987, by Resolution No. 87-440, the City
Commission determined that as an Unified Development Project
(UDP) for the development of marine -oriented recreational and
retail uses including food and beverage sales, on an
approximately .75 acre City -owned land parcel located at SW 2nd
Street and SW North River Drive on the Miami River, it is most
advantageous for the City to procure from a private person an
integrated package including planning and design, construction,
leasing and management; and
WHEREAS, Resolution No. 87-440 further authorized the City
Manager to prepare a draft Request for Proposals (RFP) for a UDP
and set a Public Hearing for July 9, 1987, at 2:30 p.m. to take
testimony regarding said RFP, as required by Charter Section
53(c); and
WHEREAS, on July 9, 1987, the City Commission adopted
Resolution 87-665.1 deferring the scheduled Public Hearing; and
WHEREAS, it is desirous to schedule a Public Hearing for
November 3, 1988, at 3:00 p.m. to consider the contents of a
draft RFP for the development of improvements on a riverfront
land parcel located at SW 2 Street and SW North River Drive; and

WHEREAS, Charter Section 53(c) further requires that, at the
conclusion of the Public Hearing, the City Commission, if
disposed to proceed, authorize the issuance of an RFP, select a
certified public accounting firm and appoint the members of a
review committee from persons recommended by the City Manager;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. A Public Hearing for November 3, 1988, at 3:00
p.m. to consider a Unified Development Project Request for
Proposals for the development of marine -oriented recreational and
retail uses, including food and beverage sales, on an
approximately .75 acre City -owned land parcel located at SW 2
Street and SW North River Drive on the Miami River is hereby
confirmed.
Section 2. The City Manager shall recommend the names of
persons from the public and private sectors to serve on a review
committee to evaluate each proposal.
Section 3. As required by the City Charter and City Code,
the City Commission shall, at the conclusion of the Public
Hearing, if disposed to proceed, authorize the issuance of an
RFP, select a certified public accounting firm and appoint
members of a review committee to evaluate proposals and render a
written report to the City Manager.

ENCLOSURES,
It is respectfully recommended that the City Commission adopt the
attached Resolution scheduling a Public Hearing for November 3,
1988, at 3:00 p.m. to take testimony regarding a unified development
Request for Proposals for the development of marine -oriented
recreational and retail uses, including food and beverage sales, on
an approximately .75 acre City -owned land parcel located at SW 2
Street and SW North River Drive on the Miami River.
BACKGROUND:
The Department of Development, as authorized by Resolution No. 87-
440, is developing a Request for Proposals for the unified
development of the SW North River Drive waterfront development
project.
On. May 14, 1987, by Resolution 87-440, the City Commission
determined it is most advantageous for the City to procure by the
Unified Development Project process an integrated package of
planning and design, construction, leasing and management from the
private sector for the development of marine -oriented recreational
and retail uses on an approximately .75 acre City -owned land parcel
located at SW 2nd b:reet and SW North River Drive on the Miami
River. The property is presently occupied by Garcia Seafood, Inc.
as a tenant at will on a month -to -month basis.
Resolution 87-440 further authorized the City Manager to develop a
Request for Proposals for the riverfront unified development and
confirmed the setting of a Public Hearing for July 9, 1987, to take
testimony regarding the Draft RFP. The Public Hearing was deferred
on July 9, 1987, by Resolution No. 87-665.1.

The Request for Proposals being developed shall recommend that the
City retain ownership of the property and enter into a lease
agreement with the successful proposer. Proposals will be evaluated
on the basis of qualifications and experience of the proposers,
projected revenue to the City, minority participation, and quality
and appropriateness of the reuse relative to the development
objectives set forth in the NW North River Drive Design Concept plan
adopted by the City Commission on December 19, 1986.
It is requested that a Public Hearing be scheduled for November 3,
1988, at 3z00 p.m. to take testimony regarding a draft Request for
Proposals for development of improvements on the Miami River.
As required by the City Charter and City Code for Unified
Development Projects, the City Commission shall, if disposed to
proceed at the conclusion of the. Public Hearing, authorize the
issuance of the Request for Proposals, select a certified public
accounting firm and appoint members of a review committee to
evaluate proposals and render independent written reports of their
findings to the City Manager.
