A RESOLUTION DECLARING THAT THE MOST ADVANTAGEOUS METHOD TO DEVELOP CERTAIN IMPROVEMENTS ON PROPERTY TO BE ACQUIRED BY THE CITY IS BY A UNIFIED DEVELOPMENT PROJECT (UDP), AUTHORIZING THE CITY MANAGER TO PREPARE A DRAFT REQUEST FOR PROPOSALS (RFP) FOR A UDP, AND SETTING A PUBLIC HEARING FOR NOVEMBER 3, 1988 AT 2:30 P.M. TO TAKE TESTIMONY REGARDING A UNIFIED DEVELOPMENT RFP FOR THE DEVELOPMENT OF MIXED RESIDENTIAL/ COMMERCIAL USES OF A CITY BLOCK BOUNDED BY N.E. 7TH STREET, N.E. 1ST AVENUE, N.E. 8TH STREET AND NORTH MIAMI AVENUE (MIAMI A.L. KNOWLTON BLOCK 43N); TO AUTHORIZE THE ISSUANCE OF AN RFP; AND TO SELECT A CERTIFIED PUBLIC ACCOUNTING FIRM AND APPOINT MEMBERS OF A REVIEW COMMITTEE TO EVALUATE PROPOSALS AND REPORT FINDINGS TO THE CITY MANAGER AS REQUIRED BY THE CITY CHARTER AND CODE. WHEREAS, the City of Miami Charter Section 53(c) allows for "Unified Development Projects" where an interest in real property is owned or is to be acquired by the City and is to be used for development of improvements; and WHEREAS, the City Commission determines that for the development of mixed residential /commercial uses on a City block to be acquired bounded by N.E. 7th Street, N.E. 1st Avenue, N.E. 8th Street, and North Miami Avenue (Miami A.L. Knowlton Block 43N), it is most advantageous for the City to procure from a private person one or more of the following integrated packages: - Planning and design, construction and leasing; or - Planning and design, leasing and management; or - Planning and design, construction and management; or - Planning and design, construction, leasing and management; and WHEREAS, Charter Section 53(c) requires that the City Commission hold a Public Hearing to consider the contents of the Request for Proposals; and CITY COMMISSION MEETING OF OCT 6 1988 M NO. 88" =i r.r _ WHEREAS, Charter Section 53(c) further requires that, at the conclusion of the Public Hearing, the City Commission, if disposed to proceed, authorize the issuance of an RFP, select a certified public accounting firm and appoint the members of a review committee from persons recommended by the City Manager; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. It is most advantageous for the development of mixed residential/commercial uses on a City block to be acquired bounded by N.E. lth Street, N.E. 1st Avenue, N.E. 8th Street and North Miami Avenue (Miami A.L. Knowlton Block 43 N), that the City procure from a private person the following integrated package: - Planning and design, construction, leasing and management. Section 2. The City Manager is hereby authorized to develop a Request for Proposals for a Unified Development Project proposal for the development of the improvements as set forth in Section 1. herein above. Section 3. A Public Hearing for November 3, 1988 at 2:30 p.m. to consider said Unified Development RFP for the development of mixed residential/commercial uses on a site to be acquired and as specified herein above is hereby confirmed. Section 4. The City Manager shall recommend the names of persons from the public and private sectors to serve on the review committee to evaluate each proposal. Section 5. SUBJECT RESOLUTION AUTHORIZING PREPARATION OF UDP RFP/ BLOCK 43 NORTH REFERENCES Agenda Item ENCLOSURES It is respectfully recommended that the City Commission adopt the attached Resol-ution declaring the development of Block 43 North, a city block to be acquired by the City, bounded by N.E. 7th Street, N.E. 1st Avenue, N.E. 8th Street and North Miami Avenue, a Unified Development Project ( UDP) ; authorizing the City Mana-ger to prepare a draft Request for Proposals; and setting a Public Hearing for November 3, 1988 at 2:30 p.m. to take testimony regarding a unified development RFP for the development of mixed residential/commercial uses of subject property. BACKGROUND: The Department of Development recommends that the City Commission declare that the most advantageous method for the development of improvements on Block 43 North is by the Unified Development Project process. The City of Miami Charter, Section 53(c), providing comprehensive procurement procedures, allows for "Unified Development Projects", defined as projects where real property acquired or to be acquired by the City is to be used for developing improvements. The City Commission makes a determination that it is most advantageous to the City to procure from a private entity an integrated development package which may include pl a n n i n g and desi gn, construction, leasing and management. Section 53(c) further requires that a Request for Proposals for a Unified Development Project will: . generally define the uses the City is seeking for the project; . specify the land parcel to be made available; OW SeAft- as Page 2 specify the extent of the City's proposed commitment of funds, property and services; . specify evaluation criteria for a review committee and a certified public accounting firm; and define terms that would cause termination of the deve- lopment agreement. Unified Development Project proposals shall be sought for mixed -use residential/commercial uses of Block 43 North, a city block bounded by N.E. 1th Street, N.E. 1st Avenue; N.E. 8th Street and North Miami Avenue located directly West of the Miami Arena. � The block is presently occupied by Camillus House; a wholesale dry goods distributor and is approximately 50% vacant or surface parking. The Southeast Overtown/Park West Plan (1982) proposes public acquisition of the site and reuse for mixed residential/commercial development. The proximity of this site to the Arena warrants the inclusion of needed public parking and has hastened the redevelopment potential for the site. The private sector development community has expressed interest in submitting development proposals for use of this property, upon issuance of a Request for Proposals by the City. Public acquisition vii 11 be contingent upon the selection of a viable redevelopment proposal and the availability of funding. The Request for Proposals will recommend that the City retain ownership of the property upon its acquisition, and enter into a lease agreement with the successful proposer. Proposals will be evaluated on the basis of qualifications and experience of the proposers', projected revenue to the City, and quality and appropriateness of the reuse relative to the development objectives set forth by the City.
