ROBERT KNOWLES MEMORIAL FUND," APPROPRIATING FUNDS FOR ITS OPERATION IN AN AMOUNT NOT TO EXCEED $2,475; AUTHORIZING THE CITY MANAGER TO ACCEPT $2,475 IN DONATIONS TO BE EQUALLY SHARED BY THE CITY OF MIAMI AND THE CITY OF HIALEAH POLICE DEPARTMENTS' CANINE UNITS AT THE REQUEST OF THE ADMINISTRATORS OF THE ESTATE OF DOCTOR ROBERT KNOWLES; CONTAINING A REPEALER PROVISION AND SEVERABILITY CLAUSE. WHEREAS, the City of Miami Police Department Canine Unit has received donations in an amount totalling $2,475 to be shared equally by the City of Miami and City of Hialeah Police Departments' Canine Units; and WHEREAS, It was the wish of the administrator of the estate of Dr. Robert Knowles that these contributions be utilized to purchase police dogs and/or equipment for use by the Canine Units; and WHEREAS, the City of Miami Finance Unit has accepted the contributions and placed them Into a Subsidiary Account No. 220160279, Index Code 029001, Transaction Code 142, Object Code 903; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The following Speical Revenue Fund is hereby established and resources are hereby appropriated as described herein: Fund Title: The Dr. Robert Knowles Memorial Fund Resources: Donations to the estate of Dr. Robert Knowles $ 2,475 Appropriations: Police dogs and/or equipment $ 2,475 Section 2. The City Manager is hereby authorized to accept the contributions as set forth in the preamble to this ordinance for the purchase of police dogs and/or equipment to be shared equally by the City of Miami and the City of Hialeah Police Departments' Canine Units. Section 3. All ordinances or parts of ordinances In conflict herewith, Insofar as they are in conflict, are hereby repealed. Section 4. If any section, part of a section, paragraph, clause, phrase or word of this ordinance Is declared invalid, the remaining provisions of this ordinance shall not be affected. Section 5. This ordinance is hereby declared to be an emergency measure on the grounds of urgent public need for the preservation of peace, health, safety and property of the City of Miami and upon the necessary payments to Its employees and officers, payment of Its debts, necessary and required purchases of goods and supplies, and to generally carry on the functions and duties of municipal affairs. Section 6. The requirement of reading this ordinance on two separate days is hereby dispensed with by an affirmative vote of not less than four -fifths of the members of the Commission. Creation of a Special Revenue Fund and Acceptance of Donations Totalling $2,475 REFERENCES: ENCLOSURES: It is respectfully recommended that the City Commission adopt the attached ordinance and companion resolution authorizing the establishment of a Special Revenue Fund entitled "The Dr. Robert Knowles Memorial Fund," accepting donations totalling $2,475 made to the Dr. Robert Knowles Memorial Fund and authorizing the disbursement of these funds to Major Raul Martinez for the purchase of police dogs and/or equipment to be utilized by the City of Miami and the City of Hialeah Police Departments' Canine Units in accordance with the wishes of the estate of Dr. Robert Knowles. . The City of Miami Police Department's Canine Unit had utilized the veterinarian services of Dr. Robert Knowles for many years. At the time of his death his family requested, by means of the newspaper, that donations be made to the City of Miami Police Department's Canine Unit to be shared equally by the City 'of Miami and the City of Hialeah Police Departments' Canine Units, and to be utilized to purchase police dogs and/or equipment for the Canine Units.' The City of Miami Police Departments' Canine Unit received $2,475 in donations, which were placed into Subsidiary Account No. 220160279, Index Code 029001, Transaction Code 142, Object Code 903. Major Raul Martinez is the Commander of the City of Miami Police Department's Special Police Unit, which oversees the operations of the Canine Unit. From his position, he can ensure that the donations are expended appropriately and that the City of Hialeah's Canine Unit receives an equal share.
