Odio FROM ),City Manager REFERENCES ENCLOSURES The purpose of the October 27, 1988 public hearing is to hear comments on the proposed Safety Island on S.W. 20 Street within the Coral Gate Neighborhood and, if accepted by the property owners of the neighborhood, determine a method of financing the construction of the safety island. BACKGROUND At the September 8, 1987 Commission Meeting, the residents of the Coral Gate neighborhood expressed their concern about increased traffic volume in their neighborhood due, in part, to new commercial development on S.W. 37 Avenue, S.W. 22 Street (Coral Way) and on Alhambra Plaza. The City Commission responded by passing a resolution temporarily closing S.W. 33 Avenue leading into the Coral Gate neighborhood from S.W. 22 Street. A second request from the Coral Gate Homeowners Association for additional parking controls throughout the neighborhood was forwarded to and favorably acted upon by the Dade County Public Works Department. In addition to the control measures already in place, the Coral Gate Homeowners Association is requesting that vehicular access be restricted at the S.W. 20 Street (Douglas Road) entrance to the neighborhood. After meeting with representatives of the Coral Gate Homeowners' Association and the Dade County Public Works Department, the City of Miami Public Works Department is presenting for consideration the construction of a safety island on S.W. 20 Street at S.W. 37 Avenue to control traffic flow entering and exiting the Coral Gate neighborhood. The safety island will force traffic leaving the Coral Gate neighborhood by way of S.W. 20 Street to turn right onto S.W. 37 Avenue, eliminating through traffic onto Alhambra Plaza. Page 1 of 2 3z-i Honorable Mayor and Members of the City Commission The island will also not allow westbound traffic on Alhanbra Plaza or southbound traffic on S.W. 37 Avenue to enter S.W. 20 Street. Only northbound S.W. 37 Avenue traffic will be allowed to enter S.W. 20 Street. On August 31, 1988, the Publ i c Works Department mailed letters to each property owner of the Coral Gate neiyhborhood explaining the safety island proposal. Included with this letter was a questionnaire soliciting the approval or disapproval of the proposed safety measure that was to be rigturned to the Department. The final results of that survey will be presented at the October 27, 1988 Commission Meeting. The estimated construction cost of the safety island is $13,500. If the proposal is accepted by the property owners and approved by the City Commission, a method of financing the construction of the safety island must be determined, since there are no Highway G.O. Bond funds remaining for this type of construction. As a reminder, the Highway G.O. Bond Issue of March 8, 1988 was defeated in Precinct No. 576, which includes the .Coral Cate Subdivision, with 73% of the electorate casting votes in opposition to the bond issue.
