HomeMy WebLinkAboutR-88-0976J-88-985 10/1,4/88 RESOLUTION NO. 88-976 A RESOLUTION OF THE, MIAMI CITY COMMISSION AUTHORIZING THE CITY MANAGER AND THE DOWNTOWN DEVELOPMENT AUTHORITY TO APPLY FOR A HIGHWAY BEAUTIFICATION GRANT FROM THE FLORIDA DEPARTMENT OF TRANSPORTATION FOR THE "BRICKELL AREA S.W. 8TH STREET GATEWAY PROJECT"; FURTHER DIRECTING THE CITY CLERK TO TRANSMIT COPIES OF THIS RESOLUTION TO THE FLORIDA DEPARTMENT OF TRANSPORTATION AND TO SUCH OTHER PERSONS AS MAY BE REQUESTED BY THE MAYOR AND CITY COMMISSIONERS. WHEREAS, many roadside areas and median strips abutting Florida Department of Transportation rights -of -way areas in the City of Miami must be maintained and attractively landscaped; and WHEREAS, the Mayor and City Commission of the City of Miami, wish to authorize the City Manager and the Downtown Development Authority of Miami to apply for a Highway Beautification Grant from the Florida Department of Transportation for the "Brickell Area S.W. 8th Street Gateway Project"; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Manager and the Downtown Development Authority are hereby authorized to apply for a Highway Beautification Grant from the Florida Department of Transportation for the "Brickell Area S.W. 8th Street Gateway Project". Section 2. The City Clerk is hereby directed to transmit copies of this Resolution to the Florida Department of Transportation and to such other_ persons as may be requested by the Mayor and City Commissioners. Honorable Mayor and Members October 12, 1988 City of Miami Commission SUBJECT Highway Beautification Grant FROM REFERENCES: Cesar Odio City Manager, ENCLosuaes: Recommendation It is respectfully recommended that the City Commission adopt the attached resolution authorizing the City Manager via the Downtown Development Authority to apply for available funds in the State of Florida's Highway Beautification Grant Program for the "Brickell Area's S.W. 8th Street Gateway Project". Background The DDA in conjunction with the Brickell Area Association is planning and developing several beautification projects, as is occurring in other areas of the DDA's boundaries with other community groups. One project in the Brickell Area that has progressed to the next stage of development is the "S.W. 8th Street Gateway Project". This project's objective is to improve the visual impact of one of the major approaches to the Brickell Area, one which is in noticeable need of beautification. The project limits would be the right-of-way on S.W. 8th Street from I-95 eastward to Brickell Avenue. The major elements include, shade and flowering trees, Palms and street and sidewalk paving treatment. The project wi 11 be divided into phases, Phase I would be from Metrorail to Brickell Avenue and Phase II limits are from I-95 to Metrorail. Phasing the project allows the estimated cost Lo be more in line with available funding. Phase I's estimated cost is $700,000.00 and Phase II's estimated cost is $500,000.00. The phases are also related to present development and retail activity along the street. The State of Florida's Highway Beautification Grant Program, provides 50/50 snatch funding for State Highway beautification projects administered by local municipalities. This project is. eligible to apply for such funding. The available funds in this year's program are 1.5 million dollars. The Grant program requires the following: y-/ MEMORANDUM Page Two Submittal by November 1, 1988 - 50/50 match funding - Application by a local municipality - And a negotiated maintenance agreement with the local municipality upon acceptance of the award. The ODA is proposing the following sources for the 50% matching funds: - A portion of the DDA capital improvement funding designated for the Brickell Area - A special assessment on benefitting properties Funding for maintenance is proposed from the following sources: - DOA - Special Assessments It is further proposed that the DDA would bid and contract out the maintenance services, to obtain the most competitive price. The City's financial and administrative commitment would be minimal. In addition, the City is not making any commitments by applying for the grant. If the City is successful with its application, project funding would be re-evaluated to determine the project's viability. Finally the State requires municipalities to apply and the DOA is requesting authorization to proceed with application under the auspices of the City Manager. C0:LWJ/cs
