SS9607 A RESOLUTION ALLOCATING AN AMOUNT NOT TO EXCEED $1,500 FROM SPECIAL PROGRAMS AND ACCOUNTS, CONTINGENT FUND, TO COVER THE RENTAL COST OF THE MIAMI MARINE STADIUM FOR THE THIRD ANNUAL CHARITY POWER BOAT CHAMPIONSHIP TO BE CONDUCTED BY THE GREATER MIAMI DRUG ABUSE COUNCIL, INC. ON NOVEMBER 12, 1988 AT SAID STADIUM, SUBJECT TO AND CONTINGENT UPON Tail; SPONSOR'S COMPLIANCE WITH SUCH CONDITIONS AND LIMITATIONS AS MAY BE PRESCRIBED BY THE CITY OF MIAMI, INCLUDING _ THOSE REQUIREMENTS STIPULATED HEREIN. 1 BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. An amount not to exceed $1,500 is hereby allocated from Special Programs and Accounts, Contingent Fund, to cover the rental cost of the Miami Marine Stadium for the Third Annual Charit-y PowNr Boat Championship to be conducted by the Greater Miami Drug Abuse Council, Inc. at said stadium on November 12, 1988. Section 2. Said Allocation is hereby subject to and contingent upon the sponsor's compliance with such conditions and limitations as may be prescribed by the Administration and Commission of the City of Miami, including, without limitation, the requirement stipulated herein: — (a) The sponsor shall agree that no profits from said event shall be expended without the advance approval —} of the City Commission and that the Commission shall be allowed to conduct a post -event audit. De Yurre Commissioner, City Of Miami Office of the City Commission, City Hall 3500 Pan American Drive Miami, Florida 33133 Dear Commissioner De Yurre, As you know, we try to do community events for the kids as well as for all the people of Miami to try and bring everyone together for healthy drug -free "Natural High Alternative Events" as part of an overall program to fight drugs and crime. A major goal of the Greater Miami Drug Abuse Council is to also help finish turning the image of our city from having been known as the center of the drug problem to "THE SOURCE FOR SOLUTIONS!". Toward this goal, we have done a number of project that also were promotion for Miami (such as our "1988 MIAMI INTERNATIONAL SCIENTIFIC MEETINGS ON DRUG ABUSE" where 27 countries came for a week long conference), but we have never asked the city before for help. We are now doing a great community event for underprivileged children with the goal to get the whole community together to demonstrate to the kids that there are lots of great things to do in Miami besides drugs and gangs. This is also a fun event for the whole family and all members of our community. Since we have always been almost a 100% volunteer organization, we start our projects on a very conservative basis and so had been planning to do this event in the parking lot of the Miami Marine Stadium. Another major goal we had, was to also promote Miami as the true "Water Sports Capital" and to promote and help build up boat racing and other such type events. The problem is, we have done our job too well. The November 12th event has grown and become a major event. We know have full station promotion from both English and Spanish stations, there will be both local, national and international television, there now are over 500 press tickets out plus over 80 more have been requested, through many organizations from Boy'e Town to n� r i-"k corporations, there will be thousands of people coming and we are giving free entrance to all police and city employees. In addition to a race that now may have more boats than have raced at any one time here in Miami, U.S. Customs and the Coast Guard are going to be doing shows for our kids to include a live "Water Bust" demonstration show event for the community with Blue Thunder, jet helicopters, etc. So, we have to be able to use the seats inside the stadium instead of just the parking lot for this community event. We have managed to cover all the other costs of this great event which will bring a large amount of concession revenues to the city as well as potential solid income from tickets sales (we have given away many thousands of tickets to a large number of community organizations and groups that support our area plus to many community supporting companies, but now that there is starting to be major promotion by the media for us - there should also be solid ticket sales of which the city gets its fee). We are therefore asking the city to please provide us with some support for this event, but we only need a waver of the fee for the rental of the stadium and for the city to move the stage (barge) out of the way of the stadium for the race. Other than a few police for the department to show visibility at this event, that is all we need. Between ourselves, the Miami Power Boat Racing Association and all the supporting groups, we have been able to cover all the other costs of the event and will be able to also cover the extra costs for bathroom attendants and cleaning -up required in using the stadium. We already have all all the required insurance and everything is in place other than this one request. We are sorry for the emergency nature of this request, but due to the circumstances and because of the planning involved, time is of the essence and we are begging for this matter to be heard immediately.
