Please place on the City Commission Agenda of October 27,
1988, a discussion item, regarding the helicopter concession on
Watson Island.
Per my attached memorandum dated December 24, 1988, the
issue of the heliport on Watson Island needs addressing.

i Resolution", we should give the current heliport owners their
thirty day notice on November 1, 1988-

Mayor ENCLOSURES;
Enclosed please find a letter from Thomas N. Trump regarding
the Miami Yacht Club's lease on Watson Island. It seems that
existing tenants on that island are being short-changed by the
ongoing process of long-range planning.
In addition to the Miami Yacht Club, my office has been
contacted by prospective bidders on a new/alternative helicopter
lease on the Island.
I await your recommendation prior to scheduling the matter
for a Commission hearing. We should act quickly on this, in
order to be fair to both existing and prospective tenants.
Please advise.

ion this group organized several nationally recognized yacht races. The Sir 1ltomas

_ liami Yacht Clct) and in 1947 leased from the City of Miami our present location on
'atsnn Island. From 1947-1977 we enjoyed a long term lease with the city enabling

n February, ItiRS. Since then we have attempted to negotiate a long term lease with

docked further negotiations until its future is decided. One suggestion for that

I would like to recommend highly Crescent Airways, a helicopter company of which
Mr. Dean H. Shealy is president, for the right to operate on Watson island.
As it is known, recently Mr.Shealy has offered not only to double to 20 hours per
month the flying time for city officials who now receive only 10 hours per month
from Dade Helicopter, but he also has offered to pay the city $10,000.00 per
month in rent.
Crescent Airways is not only one of the finest helicopter companies in Florida,
it is also recognized nationally and internationally as being a leader in its
field.
Mr. Shealy has an outstanding staff and he himself is honest to a fault, hard
working, and has an engaging personality.
As the owner of Miami's only true aircraft brokerage company and being the mother
of Laurinda Spear, Arquitectonica's principal along with her husband, Bernardo
Fort -Brescia, our family wants only what is best for Miami. Arquitectonica puts
the good of Miami first always.
Let me say here that you are doing an outstanding job as mayor and that our family
and Arquitectonica support you in every way.
I hope you will consider Mr. Shealy's offer and allow 'him to operate on Watson Island.

Dear Mr. Bartel,
Thank you for your courtesy when I called you at 10:45 a.m, the morning concerning
my support for Crescent Airways' desire to bid for the right to operate on Watson
Island.
Let me emphasize that Mr. Dean Shealy, president of Crescent Airways, in no way
wants to come in the back door, he only wants a chance to take part in a fair
bidding process.
As I said in my Wednesday, October 26, letter to Mayor Suarez, Crescent Airways
in my opinion and in the opinion of everyone in the south Florida aviation
community, is not only one of the finest helicopter compan'Ns in Florida but it
also is recognized nationally and internationally as being a leader in its field.
I would appreciate your seeing that Crescent Airways' desire to operate on Watson
Island after bidding for the position is put on the agenda for this coming Thursday,
November 3, and also if I in person can support their bid.
Let me compliment you upon the way Mayor Suarez's office is run. I find your
staff unusually pleasant and that you yourself were extremely helpful and friendly
when I talked to you this morning.
