A RESOLUTION APPROVING THE APPOINTMENT OF RONALD SILVER BY THE CITY ATTORNEY TO SERVE AS SPECIAL COUNSEL TO THE DEPARTMENT OF OFF- STREET PARKING, SUBJECT TO THE CITY ATTORNEY'S ESTABLISHMENT OF THE SCOPE OF SERVICES TO BE PROVIDED BY SAID SPECIAL COUNSEL AT AN AMOUNT NOT TO EXCEED $25,000 TO BE PROVIDED FROM SAID DEPARTMENT'S FUNDS AND TO BE PAID IN ACCORDANCE WITH THE PROCEDURES PRESCRIBED BY THE CITY ATTORNEY. WHEREAS, Charter Amendment No. 3 (1988) provides that Special Counsel for the Department of Off -Street Parking (DOSP) and its Board of Directors may be appointed by the DOSP Director, subject to the approval of the Department of Off -Street Parking Board, the City Attorney and the City Commission; and WHEREAS, Ronald Silver, Esq. has provided invaluable legal service to the Department of Off -Street Parking for the last fifteen years; and WHEREAS, Ronald Silver has unique knowledge of the historical and legislative aspects relating to the Department of Off -Street Parking and has a special expertise in the area of pensions; and WHEREAS, the Board of the Department of Off -Street Parking recommended at its October 19, 1988 Board Meeting that the services of Ronald Silver, Esq. be retained as Special Counsel to the General Counsel and the Department of Off -Street Parking to perform such services in return for such fees as mutually agreed upon by the General Counsel and said Ronald Silver; and WHEREAS, it is the City Attorney's intention to establish the scope of services to be provided by attorney Ronald Silver; CITY COMMISSION MEETING OF NOV 3 1988 :SOLUTION N58_108( c NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The appointment of Ronald Silver by the City Attorney as Special Counsel to the Department of Off -Street Parking subject to the City Attorney's establishment of the scope of services to be provided by said Special Counsel with an amount not to exceed $25,000 to be provided therefor from said Department's funds and to be paid in accordance with the procedures prescribed by the City Attorney is hereby approved. Section 2. This Resolution shall be in full force and effect immediately upon its adoption. Parking. The Off -Street Parking Board, at its meriting of. October 19, 1988, discussed anti approved the appointments of Ronald Silver, I;sq. and the law firm Hughes, Hubbard and Reed because of their individual expertise on particular ongoing projaate. Rased on the Board's recommendations and my review of the [)ending projects, r have determined that retaining Mr. Silver and IIl:ghes, Hubbard and Reed as special counsel is in the beat interest of the Department of off -Street Parking and thereby submit the attached resolutions for City Commission consideration.
