A RESOLUTION DESIGNATING ARMANDO BUCELO FROM
AMONG THE LAW FIRMS RECOMMENDED BY THE CITY
ATTORNEY TO ACT AS SPECIAL COUNSEL TO THE
CODE ENFORCEMENT BOARD, SAID FIRM TO BE
APPOINTED BY THE CITY ATTORNEY TO SERVE AS
SPECIAL COUNSEL TO SAID BOARD AT THE RATE OF
COMPENSATION SPECIFIED HEREIN WITH FUNDS
THEREFOR IN AN AMOUNT NOT TO EXCEED $18,000
TO BE PROVIDED FROM MONIES APPROPRIATED IN
THE BUDGET OF THE BUILDING AND ZONING
DEPARTMENT.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The designation of Armando Bucelo from among
the law firms recommended by the City Attorney to act as special
counsel to the Code Enforcement Board is hereby made, with said
firm to be appointed by the City Attorney to serve as Special
Counsel to said Board at the following rate of compensation
agreed upon by the City Attorney and Armando Bucelo and with fund
for the above authorized services in an amount not to exceed
$18,000 1/- are to be provided from monies appropriated in the
budget of the Building and Zoning Department.

Appointment of Code
Enforcement Board Counsel and
Civil Service Board Counsel
Please place the attached Resolutions on the City Commission
Agenda of November 3, 1988. The Resolutions provide for the
appointment of outside counsel to the Code Enforcement Board and
the Civil Service Board.
We have taken steps to solicit attorneys who are interested
in becoming counsel to two city boards. By law, outside counsel
which is not directly associated with the City Attorney's Office
is required for the Boards.
The list of attorneys will be forwarded to you under
separate cover.

The following is a list of attorneys, in alphabetical order,
for your consideration to designate one to serve as counsel for
the Code Enforcement Board. I have reviewed their resumes and
believe that each individual is qualified for the position.
1. Michel E. Anderson, Esquire
2. Armando J. Bucelo, Jr., Esquire
3. Robert D. Korner, Esquire
4. Terry V. Percy, Esquire
5. Alan Rosenthal, Esquire
All of the above attorneys have indicated fees ranging from
$85.00 to $110.00/per hour and with annual caps ranging from
$9,600 to $20,000. The expected actual number of hours to be
expended yearly range from 90 to 211, based on their expectation
of service to be rendered. Upon your designation, I will
negotiate a fee within the parameters you approve.
