RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER TO
ISSUE A REVOCABLE USE PERMIT FOR A PORTION OF
GENERAL ANTONIO MACEO PARK TO THE GENERAL
ANTONIO MACEO FOUNDATION, INC. FOR A TERM OF
THREE (3) YEARS UPON THE EXPIRATION OF THE
EXISTING PERMIT ON NOVEMBER 30, 1988.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
3 Section I. The City Manager is hereby authorized to issue a

revocable use permit for a portion of General Antonio Maceo Park

to the General Antonio Maceo Foundation, Inc. for a term of three
(3) years, upon the expiration of the existing permit on
November 30, 1988.

It is requested that a discussion item concerning General Antonio
Maceo Park be placed on the agenda for the September 8, 1988,
City Commission Meeting:
Since January of 1986, staff in the Parks, Recreation and Public
1 Facilities Department have been working with the General Antonio
Maceo Foundation on a plan to develop General Antonio Maceo Park.
Approvals for the proposed development have been granted by the
Uational Park Service and the Florida Department of Natural
Resources, which funded the acquisition of the property.
However, before the Foundation moves ahead with preparing
schematic and design plans, it would like a more long term
I commitment with the City than the revokable permit currently in
effect.
Staff has recommended that a. Request for Proposals be advertised
for a management contract which would allow a non-profit
I organization to develop and operate the property, as a public
park. It has been explained to representatives of the Foundation
I that a publicly advertised Request for Proposals is the only
vehicle by which the City can legitimately enter into a more
binding contract than a revokable permit. The Foundation
understands this fact as well as the potential for having to
compete with other organizations for the park.

insist on a public hearing an the Blue lagoon/ Masao park, to review
the matters outlined below, along with any other matters that alight
arise in this sonnection. The reasons for this request are as follows

The public was not allowed to speak on the matter of the

The park has been leased to two 0ar6anitat1.oas in opposition
to the desires of the Land & litter conservation Dept.
i The city sassimission turned over the designing of the park to
the Antonio Maceo Foundation, this fotmdations demanded that the arehi-
test chosen by the sommission be fired, and their own arshiteat be
put in his place.
The Masco Foundation then demanded that hugh buildings be
built in the parks they formed grandiose plans of organised parades

The Mateo foundation ovals allowed to continue their demands
