HomeMy WebLinkAboutR-88-1073J-88-1111 11/3/88 RESOLUTION NO. tS8--10 7,J A RESOLUTION CONCERNING THE FLAGLER STREET BLOCK PARTY TO BE CONDUCTED JOINTLY BY THE DOWNTOWN DEVELOPMENT AUTHORITY AND THE NEW WORLD CENTER FOUNDATION ON NOVEMBER 10, 1988 PROVIDING FOR THE CLOSURE OF DESIGNATED STREETS TO THROUGH VEHICULAR TRAFFIC; ESTABLISHING A PEDESTRIAN MALL SUBJECT TO THE ISSUANCE, OF PERMITS BY THE DEPARTMENTS OF POLICE AND FIRE, RESCUE AND INSPECTION SERVICES; AUTHORIZING A ONE -DAY PERMIT TO SELL BEER AND WINE IN CONNECTION WITH SAID EVENT SUBJECT TO THE ISSUANCE OF ALL PERMITS REQUIRED BY LAW; CONDITIONED UPON THE REQUIREMENT THAT THE CITY WILL BE INSURED AGAINST ANY POTENTIAL LIABILITY AND UPON ORGANIZERS PAYING FOR ALL NECESSARY COSTS OF CITY SERVICES. BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. In order to effectuate safe passage and establish a temporary pedestrian mall during the Flagler Street Block Party to be conducted jointly by the Downtown Development { i Authority and the New Wold Center Foundation, the following streets are hereby closed to through vehicular traffic from 11:00 A.M. to 10:00 P.M. on November 10, 1988 as specified below: East Flagler Street between Miami Avenue and East First Avenue. Included in the herein closure are all streets, avenues, alleys, ways and thoroughfares which intersect the enumerated areas delineated in this Section. Section 2. Such closing of streets is subject to State approval and issuance of permits by the Departments of Police and Fire, Rescue and Inspection Services. Said permit from the Department of Police is to be issued upon full approval of the Chief of Police after giving all due consideration to the safety and traffic needs of residents, businesses, and religious institutions in the area for entering and crossing through said CITY COMMISSION MEETING OF Nov :3© 119�11iiB RESOLUTION No� ` �"� 74 arterials and upon the favorable exercise of the City Manager's judgement predicated upon all factors set forth herein. Section 3. upon the issuance of a temporary permit by the Florida Department of Business Regulation, Division of Alcoholic Beverages and Tobacco, to sell beer and wine pursuant to City Code 54-12.1, the request of the Downtown Development Authority and the New World Center Foundation to sell. Meer and wine for a one -day period in connection with the Flagler Street Block Party to be held November 10, 1988, is hereby granted subject to the issuance of all permits required by law. Section 4. Such authorizations are hereby subject to the organizers obtaining insurance requirements as mandated by the City of Miami and paying for all necessary costs of City services. DDT/ == DOWNTOWN DEVELOPMENT AUTHORITY IM One Biscayne Tnwcw Miami, Fonda 33131 O ffMef75 12 , 1988 Mr. Cesar Odio City Manager PO Box 330708 Miami, F1. 33133 Dear Cesar: I am writing to request that a DDA representative (probably Matt Schwartz) be placed on the November 3rd agenda for a personal appearance to discuss the Flagler Street Block Party which will celebrate the completion of the Flagler Street Demonstration Block and the opening of Monty'a Downtown Restaurant. Miriam Lopez of Transatlantic Bank is the Chairperson of the event and all plans are being coordinated with Manny Medina, Nathan Rok and other merchants. The party will take place on Thursday, November loth from 4:00 to SOO pm. At approximately 6:00-6:30 pm the Mayor will speak and there will be a symbolic lighting ceremony when the Mayor turns on the Burdines neon sign, which is being restored for the occasion. The following requests will be made of the City: 1. The closure of Flagler Street between Miami Avenue and East First Avenue (Demonstration Block) between 12 noon and 10 pm on November loth. 2. Permission to sell beer and wine between 4pm and 8pm on the Demonstration Block. 3. That the City Co -Sponsor the event by providing the following services: -Police -Clean up -barricades & detour signs -special event insurance -liquor liability insurance -a fire inspector since cooking will take place Besides funding the $175,000 in improvements to the demonstration block, the DDA is providing $5000 and staff coordination for the event. Private sector sponsors will be responsible for contributing the remainder of the funds needed. To date, the following have signed on as sponsors: Burdines, Southern Bell, The Wave radio station, Transatlantic Bank, and Miami Parking System. E�3 a L 6 DI 0 The total budget is estimated at between $15,000 and $20,000, exclusive of City services. The budget for the event is attached. We are working with Espe Avalos from Community Development to produce the necessary resolution and other documents required for the various permissions requested herein. Please advise if further information is needed.
