RESOLUTION NO.
A RESOLUTION ALLOCATING AN AMOUNT NOT TO
EXCEED $6,120 FROM SPECIAL, PROGRAMS AND
ACCOUNTS, CONTINGENT FUND, IN SUPPORT OF THE
LATIN QUARTER FIESTA TO BE CONDUCTED BY THE
LITTLE HAVANA DEVELOPMENT AUTHORITY, ON
DECEMBER 2-4, 1988 IN THE LATIN QUARTER AREA,
CONDITIONED UPON SUBSTANTIAL COMPLIANCE WITH
CITY OF MIAMI ADMINISTRATIVE POLICY NO. APM-
1-84, DATED JANUARY 24, 1984; PROVIDING FOR
THE CLOSURE OF DESIGNATED STREETS TO THROUGH
VEHICULAR TRAFFIC AND ESTABLISHING A
PEDESTRIAN MALL SUBJECT TO THE ISSUANCE OF
PERMITS BY THE DEPARTMENTS OF POLICE AND
FIRE, RESCUE AND INSPECTION SERVICES;
CONDITIONED UPON THE REQUIREMENT THAT THE
CITY WILL BE INSURED AGAINST ANY POTENTIAL
LIABILITY.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA.
Section I. An amount not to exceed $6,120 is allocated from
Special Programs and Accounts, Contingent Fund, in support of the
Latin Quarter Fiesta to be conducted by the Little Havana
Development Authority on December 2-4, 1988 in the Latin Quarter
area.
Section 2. The herein allocation is conditioned upon
substantial compliance with City of Miami Administrative Policy
No. APM-1-84, dated January 24, 1984.
Section 3. In order to effectuate safe passage and
establish a temporary pedestrian mall during the Latin Quarter
Fiesta, the following streets are hereby closed to through
vehicular traffic on December 2-4, 1988 as specified below:
Friday, December 2, 1988 from 12:00 noon to 2:00 P.M:
Southwest Eighth Street between Southwest Twelfth
Avenue and Southwest Seventh Avenue.

Section 4. Such closing of streets is subject to State -
approval and the issuance of permits by the Departments of Police
and Fire, Rescue and Inspection Services. Said permit from the
Department of Police is to be issued upon full approval of the
Chief of Police after giving all due consideration to the safety
and traffic needs of residents, businesses, and religious

institutions in the area for entering and crossing through said
arterials and upon the favorable exercise of the City Manager's
judgement predicated upon all factors set forth herein.
Section 5. The herein authorization is hereby conditioned
upon the organizers obtaining insurance requirements as mandated
by the City of Miami.

I am writing to request that a personal appearance be placed on
the November 3rd City Commission Agenda to discuss the Latin
Quarter Fiesta. The Fiesta's activities and events are geared to
improve the economy and image of the Latin Quarter.
The activities would include: area clean-up, lighting the
buildings, and the street rees. Special Events would include: A
small parade, entertainment and art exhibits.

LATIN QUARTER HOLIDAY FIESTA
FACT SHEET

To enhance the cultural, economic and physical environment so that eventually
the Latin Quarter Fiesta can become a major attraction that contribute to the
development of the Latin Quarter.
To beautify the area with holiday lighting and storefront decoration, to clean
the right-of-way, and to create special events in the Latin Quarter district
during the Holiday Season in order to make the area attractive for thousands
of visitors and tourists; to attract people to patronize existing businesses;
so that eventually the area will attract hundred of thousands of people yearly
during these festivities.
Clean-up Kick-off Campaign: 10:00 am November 14, 1988
To begin at S.W. 8 Street and 14 Avenue
Lighting/Beautification Project: November 18 - December 1

The Latin Quarter Holiday will provide for a weekend of free entertainment in
the Latin Quarter of Miami. This annual event is expected to become a major
event in future years, attracting hundred of thousands of visitors and
tourists to the Latin Quarter which is expected to become a major tourist
attraction. Proposed projects involves a great number of community groups and
is expected to have broad media coverage.
Special Events proposed will include musicians, theatrical performances/dance,
magician and puppet shows, photography competition and exhibits, artist and
caricatures, poster contests and Santa by fire truck.
Lghting/Deautification will consists of lighting the building show windows,
facades, and show window decorations; lighting Domino park and
illumination/decoration of a large holiday tree.
Clean-up project consists of sidewalk, street, parking lot and building facade
clean-up (including touch-up paint). Project will begin with kick-off
campaign with community leaders, merchants participation and media coverage.
