A RESOLUTION WAIVING THE REQUIREMENT FOR FORMAL SEALED
BIDS, BY A 4/5THS AFFIRMATIVE VOTE OF THE CITY
O"ISSION, AFTER A DULY ADVERTISED PUBLIC HEARING,
FOR ACQUIRING TWO A-17 UPGRADED MAINFRAME COMPtMRS
AND ASSOCIATED PERIPHERALS FROM THE ONLY REASONABLE
SOURCE OF SUPPLY, THE UNISYS CORPORATION, AT A TOTAL
PURCHASE PRICE NOT TO EXMED $5,769,225, AND AN ANNUAL
LEASE/PURCHASE PAYMENT OF $1,273,268 MR SIX YEARS
STARTING IN FY'1990-91 WI71i FUNDS SET ASIDE FOR THE
LAST YEAR PAYMENT OF THE EXISTING LEASE/PURCHASE OF
THE B7900 COMPUTERS, CAPITAL IMPROVEMENT PROJECT NO.
315231, "ACQUISITION OF COMPUTERS AND ASSOCIATED
PERT PHDIALS" TO PROVIDE FOR THE FIRST YEAR PAYMENT,
SUBSEQUENT YEARLY PAYNiE M TO BE FUNDED BY END -USER
DEPARTMENT FUNDS; AUTHORIZING THE CITY MANAGER TO
EXEC1M A CONTRACT FOR SUCH UPGRADING WITH SAID FIRM,
SUBJECT TO THE AVAILABILITY OF FUNDS; CONTAINING A
REPEALER PROVISION AND SEVERABILITY CLAUSE.
WHEREAS, a capacity planning study performed by Unisys Corporation of
the current B-7900 cwWters indicates that the processing capability of these
computers has been saturated; and
WHEREAS, these computers can no longer support the increasing demand by
city departments in terms of new systems, adequate uptime and response time;

WHEREAS, the existing technology is five years old and uses non state-
of-the-art technology; and
WHEREAS, the B-7900 computers will not allow the installation of the new
Financial and Personnel Systems; and
WHEREAS, upgraded A-17 computers will enable the implementation of the
new•Financial and Personnel Systems; and
WHEREAS, the upgrade to the A-17 mainframe can sustain City growth in
data processing needs over the next 8 years; and
WHEREAS, the annual maintenance and operating cost of these machines
will be less than the maintenance and operating cost of retaining the existing
equipment while increasing the capacity 15 times; and

WHERFAS, the conversion to any other make of (,oT%-ik)ter will involve two
to three years time which inordinate delay will be unreasonably time-consuming
and expensive, and the City manager has made a written findinq, suT7Wrted by
reasons, that the Unisys Corporation is the only reasonable source of supply
for the herein procurement; and
WHEREAS, the City has been able to negotiate with Unisys to cancel all
existing mainframe lease/purchase agreements with no penalty to the City; and
WHEREAS, the City has been able to negotiate a 23% discount off the
purchase price on the Unisys A-17 state-of-the-art mainframe; and
WHEREAS, the first lease payment will be due in Fiscal Year 1990-91,
thereby generating a savings in Fiscal Years 1988-89 and 1989-90; and
WHEREAS, funds for the first year payment are set aside for the last
year payment of the lease/purchase of the B7900 computers, Capital Improvement
Project No. 315231, "Acquisition of Computers and Associated Peripherals"; and
WHEREAS, subsequent yearly payment will be funded by end -user department
funds; and
WHEREAS, the City Manager and the Director of the Department of
Computers recommend that the herein upgrade of the mainframe computers from
Unisys Corporation, Inc., be approved;
NOW, 'IMEMRE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The requirements for formal sealed bids for upgrading the
City's mainframe computers are hereby waived and the City Manager's written
finding that the Unisys Corporation is the only reasonable source of supply
for such upgrading is hereby ratified and the bid for furnishing two A-17
mainframe computers and associated peripherals from the Unisys Corporation at
a total purchase price not to exceed $5,769,225 with the annual lease purchase
cost not to exceed $1,273,268 starting in Fiscal Year 1990-91 for six years is
hereby accepted and approved by an affirmative vote of not less than 4/5ths of
the City Commission after the holding of a properly advertised public hearing.
The funds for the first year payment of the said equipment cost are to be
provided from funds which have been set aside for the last year payment of the
lease/purchase of the B7900 computers, Capital Improvement Project No. 315231,
"Acquisition of Computers and Associated Peripherals" and subsequently yearly
payments are to be funded by end -user department funds.

Section 2. The City Manager is hereby authorized to execute a contract,
subject to the City Attorney's approval as to form and correctness, with the
Unisys Corporation for the aforesaid equipment, subject to the availability of
funds.

It is resp r)otful ly recxwmetxied that the City Cc�amission adopt the attadhed
resolution authorizing the upgrade to an A-17 mainframe computer from the
Unisys coxix)ration for the Department of Computers (UOC). Unisys Corporation
is the only vendor that can provide an upgrade of the current mainfraw-
wit.txxit a very expensive software conversion effort while providing a twenty-
three percent discount on the lease/purchase price of the upgraded system.
The total plirciumse price of this equipment is $5,769,225, with an annual
leasti/rurchase payment. of $1,273,268 starting in FY'90-91 for six years. The
funds for the first year payment: of the said equipment cost are to be provided

In 1983 the City Commission approved a five-year data processing plan prepareA

problems with the City's crAputer operations. As result of this plan, the
City selected and the City Commission approved the purchase of Burroughs 87900
ctx% Lers to swgywt the critical areas of Police and Fire as well as the
City's fimnc al related applications. The Burroughs 87900 cvputers have
mrved the City well. The 7 day a week 24 hours a day computer system for
both the polio and fire emergency dispatch systems have averaged about 98.811
uptim, while the rimn-emergency uptims is averaging approximately 99.4$. The
hardware mA software has been quite stable with no rajor failures.

Over the past five years the City's work load has increased thus placing more
demands on this equipment, while slowly depleting the overall capacity of
these computers. In December of 1987 the City was presented with a capacity
planning study prepared by Unisys at the request of the City of Miami which
indicated that both the production and the development systems are constrained
by limited processing power during peak on-line intervals. During most of the
sampling period, the average processor utilization exceeded 94% on the
development system and 84% on the production system, resulting in on-line
response times being degraded for most end users. The analysis also revealed
that due to a lack of sufficient processor power to deal with peak on-line
work loads, the on-line response times for Police and Fire dispatching did not
fall within the two second service level required for 95% of all transactions,
indicating that with the continued usage of this current computers, and the
growing demand, response time for the critical public safety network will be
saturated to an unaccepatable level. In addition to the saturation of
processing power, the B7900's present another major problem in the area of
expansion, especially for the Police database due to the limitation that
prohibits the hardware from addressing more than six megabytes memory,
therefore making any further expansion of the police systems practically
impossible.
Furthermore, on-line direct access storage has been a problem for the last two
years. In house procedures and conservatism have allowed for the additional
two years of use, however any request for additional expansion in this area
can not be accomplished without an upgrade of the system.
Several new systems software products which will be beneficial to the City
will not be able to take advantage of the present B7900 hardware due to its
design limitations. Although Unisys is required to support our present B7900
systems software, it is fair to assume that all new and enhanced features of
the systems software will be geared towards A -series hardware, which is
considered the "State -of -the -Art" technology. In the past it has been Unisys
policy to obsolete system software version through maintenance price
increases. It is also advantageous for the City to maintain current System
Software release levels in order to troubleshoot and quickly correct any
failure that might occur.

Henceforth, the City has been able to negotiate with Unisys Corporation a 23%
discount on the A-17 upgraded mainframe along with cancelling all existing
mainframe lease/purchase agreements without penalty to the City as well as the
first lease payment not being due till Fiscal Year 1990-91, therefore
generating a savings in FY'1988-89 and FY'1989-90 in the lease purchase
payments.
In addition other savings negotiated areas follows:
- Free 7 days 24 hours maintenance the first year on the upgraded A-17
mainframe (excluding peripherals).
- Free 7 days 24 hours maintenance for the last 3 months of 1988 on the
B7900 mainframe (excluding peripherals) and a discounted maintenance
price for the next three months after, if needed.
- A free on -site project manager for a period of six months after the
installation of the A-17 mainframes.
- A training credit equivalent to $50,000.
- Gemcos and Cobol software at no charge including maintenance.
- A credit memo for $98,000 on 12/01/88.
- A credit memo for $30,000 on 01/01/89.
Therefore, the upgraded A-17 mainframe outer system will enable the City to
sustain its growth in data processing over the next eight years while:
- Increasing the capacity fifteen times over the current equipment.
- A conversion effort which will be unreasonably time-consuming and
expensive will not be necessary.
- Using current state-of-the-art technology to take advantage of future
software enhancements.
- Allowing the installation of the Financial and Personnel Systems.
- Allow expansion of the current Public Safety Systems, in addition to
maintaining an acceptable level of on-line systems response time.

- Reducing annual maintenance and operating cost of the mainframe
computers.
- Generating a savings in the lease purchase annual payment for FY'89 and
FY'90, while negotiating a 23% discount on the upgraded A-17 mainframe
and other savings as previously outlined.
In conclusion, the A-17 mainframe which can be field upgraded to any of the A -
series Unisys products and in order to reduce the overall cost to the City,
maintain high level of user uptime, continue to utilize existing computer
peripherals and eliminating an expensive conversion effort, while receiving a
twenty three percent discount on the purchase price of the upgraded system and
other savings. Therefore, it is recommended that the City continue its
computer upgrade path within the Unisys Corporation (formally Burroughs
Corporation) computer product line, by upgrading its current B7900 to the A17
mainframe series.

In 1983 the City Commission approved a five-year data processing
plan prepared by the consulting firm of Booz-Allen and Hamilton
that identified major problems with the City's computer
operations. As result of this plan, the City selected and the
City Commission approved the purchase of Burroughs B7900
computers to support the critical areas of Police and Fire as
well as the City's financial related applications. The Burroughs
B7900 computers have served the City well. The 7 day a week 24
hours a day computer systems for both the police and fire
emergency dispatch systems have averaged about 98.8% uptime,
while the non -emergency uptime is averaging approximately 99.4%.
The systems software and hardware has been quite stable with no
major failures.
Since 1983 the overall capacity of the B7900 computers has been

systems processor was the primary bottleneck. The limitation of
the hardware to address more than 6 mb of memory is presenting
expansion problems for the police database. On-line direct
access storage has been a problem for at least 2 years. In house
procedures and conservatism have allowed for the additional two
years of use, however any expansion of current systems and
installation of new systems can not be accomplished without an
upgrade.
Therefore, in order to reduce the overall costs, maintain high
level of user uptime, continue to utilize existing computer
peripherals and avoid an expensive conversion effort while, at
the same time, receivinj a 23% discount on the purcnase price of
the upgraded system, it is recommended that the city continue its
computer upgrade path within the Unisys Corporation (formally
Burroughs Corporation) computer product line.
