BACKGROUND: The Department of Public Works, at the May 19, 1988 Commission meeting, was authorized by Resolution No. 88-480 to restrict vehicular access to Inagua Avenue, Swanson Avenue, Trapp Avenue and Lincoln Avenue at the northeasterly side of their intersection with Aviation Avenue and Inagua Avenue, Trapp Avenue and Lincoln Avenue at the easterly side of their intersection with S.W. 27 Avenue by installing and maintaining temporary barricades for a ninety (90) day trial period. The resolution further required that after sixty (60) days of the ninety (90) day trial period, the Department of Public Works would send letters to all property owners within a 1000-foot radius of the barricaded intersections soliciting their approval or disapproval for a construction of permanent barricades. The discussion leading up to the Resolution 88-480 was decidedly in support of the property owners paying for the installation of these barricades. However, by September 1988, after three months of attempting to raise funds, the property owners still remained far from securing enough funds to accomplish the installations. On September 27, 1988 the City Commission approved Motion No. 88- 855 authorizing a maximum expenditure of City funds in the amount of $7.500.00 to pay for the temporary barricading of the above mentioned streets. It is recommended that the funding for the barricades be taken from the "Special Programs and Accounts Contingent Fund Fv 1988-89". This will allow the Department of Public Works to procee with fulfilling the requirements of Resolution No. 88-480. 88-1058
