A RESOLUTION AUTHORIZING AND DIRECTING THE
CITY MANAGER TO PLACE 90-DAY TEMPORARY
BARRICADES AT THE INTERSECTION OF: BIRD
AVE NLIE AT THE EASTERLY ZONED RIGHT-OF-WAY
LINE OF SOUTHWEST 27 AVENUE AND ANDROS AVENUE
AT A LOCATION OF 150 FEET EAST OF THE ZONED
CENTERLINE OF SOUTHWEST 27 AVENUE; REQUIRING
A SUBSEQUENT POLL OF NEARBY PROPERTY OWNERS
ON THE FUTURE PERMANENCY OF SAID ACCESS
RESTRICTIONS; AND AUTHORIZING EXPENDITURE OF
FUNDS IN THE AMOUNT OF $2,000 FROM "SPECIAL
PROGRAMS AND ACCOUNTS CONTINGENT FUND
FY '1988-89", FOR PURCHASE, INSTALLATION AND
MAINTENANCE OF SAID TEMPORARY BARRICADES.
WHEREAS, at the May 19, 1988 City Commission Meeting,
Resolution No. 88-480 was passed authorizing the Department of
Public Works to restrict vehicular access to Inagua Avenue,
Swanson Avenue, Trapp Avenue and Lincoln Avenue at the
northeasterly side of their intersection with Aviation Avenue,
and Inagua Avenue, Trapp Avenue and Lincoln Avenue at the
easterly side of their intersection with Southwest 27 Avenue
for a ninety (90) day trial period; and
WHEREAS, at said City Commission Meeting, a group of
property owners expressed a desire to include additional
streets to those listed in Resolution No. 88-480; and
WHEREAS, at said City Commission Meeting Motion No.
88- 480.1 was passed which authorized the restriction of
vehicular access to additional streets listed in Resolution No.
88-480; and
WHEREAS, the Public Works Department has expressed various
objections to vehicular traffic restrictions at the subject
intersections; and

WHERE AF, notwithstanding said obiectiors, it is in the
best interest and general welfare of the citizens of the City
of Miami to restrict traffic at the subject streets, as
specified, on a trial basis;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The City Manager is hereby authorized and
instructed to erect and maintain, for a 90-day trial period,
temporary barricades at the following locations:
a. Across Bird Avenue at the easterly zoned right-of-
way line of Southwest 27 Avenue; and
b. Andros Avenue at a location of approximately 150
feet east of the zoned centerline of Southwest 27
Avenue.
Section 2. Said barricades are to prevent vehicular
access only.
Section 3. After 60 days of the 90-day trial period have
elapsed, the City Manager shall send letters to all property
owners within a 1000-foot radius of the aforementioned
intersections soliciting their approval or disapproval for
construction of permanent barricades. The property owners
shall respond directly to the Department of Public Works
utilizing postage paid postcards included with the letters.
Section 4. Property owner response will be evaluated by
City staff and the herein vehicular access prohibition shall
be made permanent only upon approval of the City Commission,
by Resolution, after a properly advertised public hearing on it

Section 5. Funds in an amount not to exceed $2,000 are
hereby authorized from "Special Programs and Accounts
Contingent Fund FY1Q88-Pa", to pay for the cost of the
purchase, installation and maintenance of said temporary
barricades.

RECOMMENDATION:
It is respectfully recommended that the City Commission not adopt
the attached Resolution formalizing Motion No. 88-480.1 approved
at the May 19, 1988 Commission Meeting for additional street
closures in Coconut Grove.
BACKGROUND:
The Department of Public Works at the May 19, 1988 Commission
Meeting, was authorized by Resolution No. 88-480 to restrict
vehicular access to several streets within Coconut Grove for a
ninety (90) day trial period. During the discussions concerning
this resolution, a group of Coconut Grove residents expressed a
desire to add two additional street closures to the list of
streets authorized by Resolution 88-480.
Motion 88-480.1 was passed and approved directing the City
Manager to place temporary barricades for a ninety (90) day trial
period at the intersections of: Bird Avenue at the easterly
zoned right-of-way line of S.W. 27 Avenue and Andros Avenue at a
location of 160 feet east of the zoned centerline of S.N. 27
Avenue. The notion further instructed the City Manager to assess
the area neighbors for the cost of these barricades as well as
the barricades specified in Resolution No. 88-480.
However, previous attempts by property owners to raise funds for
similar barricading in the area have been unsuccessful. In
acknowledgment of this problem, the City Commission authorized
the expenditure of City funds for the temporary barricading of
these streets. It is recommended that City funds also be
authorized to fund the purchase, installation and maintenance of
temporary barricades at the above mentioned locations.
The Department of Public Works does not endorse either of the
street closures proposed by this ResoTulion. The Metropolitan
Dade County Public Works Department has previously responded to
the street closures in Coconut Grove in which they proposed an
alternate method to accomplish traffic control in this
neighborhood with a series of one-way streets.
