HomeMy WebLinkAboutR-88-1048J-88-1030 10/25 /88 RESOLUTION NO: A RESOLUTION APPROVING A QUALIFIED AND INTERESTED FIRM TO PROVIDE PROFESSIONAL PLANNING AND DESIGN SERVICES FOR THE AFRICAN SQUARE PARK RENOVATION PROJECT; AUTHORIZING THE CITY MANAGER TO UNDERTAKE NEGOTIATIONS WITH SAID FIRM TO ARRIVE AT A CONTRACT WHICH IS FAIR, COMPETITIVE AND REASONABLE, AND DIRECTING THE CITY MANAGER TO PRESENT THE NEGOTIATED AGREEMENT TO THE CITY COMMISSION FOR ITS RATIFICATION AND APPROVAL. WHEREAS, the City of Miami has recognized the importance of renovating its neighborhood parks; and WHEREAS, Ordinance No. 10347, the Capital Improvements Appropriations Ordinance, adopted on October 22, 1987, appropriated $8.31 million for Citywide Neighborhood Park Renovations; and WHEREAS, the City Commission by Resolution No. 87-687, adopted on July 9, 1987, appointed a Park Advisory Board to make recommendations as to the projects to be included in the renovations; and WHEREAS, the City Commission accepted the Park Advisory Board's recommendations during its meeting of November 11, 1987; and WHEREAS, by Resolution No. 87-556, . adopted on June 11, 1987, the City Commission approved the Citywide Neighborhood Park Renovations Projects, which include the African Square Park Renovation Project, as a Category "B" Project, and appointed Walter E. Golby, Director, Department of Parks, Recreation and Public Facilities, as Chairman of the Competitive Selection Committee, and WHEREAS, Resolution No. 88-224, adopted on March 10, 1988, established a Certification Committee of not less than five (5) professionals, qualified in the fields of endeavor or practices involved, to review the qualifications, performance CITY COMMISSION MEETING OF NOV 3 1988 �VQ--1048 RESOLUi10N No. data and related information provided by those responding to the City's Request for Professional. Services; and WHEREAS, the City, though public advertisement and direct mailing, solicited expressions of interest from qualified consultants; and WHEREAS, the Competitive Selection Committee along with the Certification Committee, evaluated the qualifications of those firms who responded to the City's Request for Proposals, and selected the firms most qualified to provide professional architectural, landscape architectural and engineering services for this project, all in accordance with the Competitive Negotiations Act as defined in Florida Statues No. 287.055, City of Miami Ordinance No. 9572 and Section 18.52.3 of the City Code, for the acquisition of professional services; and WHEREAS, said Selection Committee presented its recommendation to the City Manager and the City Commission; and WHEREAS, the City Commission, by Resolution No. 88-761 adopted August 8, 1988, rejected said recommendation and directed the City Manager to appoint a new Selection Committee for the puprose of evaluating new proposals; and WHEREAS, a second Request for Proposals for said project was duly advertised and solicited on August 18, 1998 and two proposals were received on September 8, 1988; and WHEREAS, the new Competitive Selection Committee, along with the Certification Committee, evaluated the qualifications of those firms who responded to the City's Request for Proposals, and selected a qualified and interested firm to provide professional architectural, landscape architectural and engineering services for this project, all in accordance with the Competitive Negotiations Act as defined in Florida Statute No. 287.055, City of Miami Ordinance No. 9572 and Section 18.52.3 of the City Code; - 2 - NS -1048 t' NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Commission hereby approves the recommendation by the Competitive Selection Committee of the following firm as the qualified and interested firm to provide, along with the designate(9 subconsul.ting architects and engineers, professional landscape architectural services for the African Square Park Renovation Project, as listed herein below: Prime Consultant (A Joint Venture): Laura Llerena and Associates, Inc. Hermine E. Ricketts, AIA Sub -consultants: Emilio J. Hospital and Associates, Inc. Maurice Gray Associates, Inc. Section 2. The City Manager is hereby authorized /o negotiate a professional services agreement on behalf of the City of Miami with the firm ranked in Section 1 hereinabove. In the event that the City Manager cannot negotiate an agreement which, in his opinion, is fair, competitive and reasonable with the firm ranked above, then he is hereby authorized to terminate such negotiation and to readvertise for new proposals utilizing the existing Certification Committee. Section 3. The City Manager is hereby directed to present the negotiated agreement at the earliest scheduled meeting of the City Commission immediately following the negotiation of said agreement for their ratification and approval. Odi FROM City Manager RECOMMMDATION : DATE 0 CT 2 4 1988 FILE Authorization to SUBJECT Negotiate an Agreement for Design Services for African Square Park REFERENCES: ENCLOSURES: 57 It is respectfully recommended that the City Commission adopt the attached Resolution approving the selection of the only qualified and interested firm to provide professional planning and design services for the African Square Park Renovation Project, authorizing the City Manager to undertake negotiations with said firm to arrive at an agreement which is fair, competitive and reasonable, and directing the City Manger to present the negotiated agreement to the City Commission for its ratification and approval. esAc:RUIUJUNIJ: The attached resolution was prepared by the Department of Parks, Recreation and Public Facilities. On June 11, 1987, by Resolution No. 87-556, the City Commission designated as a Category "B" project, the City Wide Neighborhood Park Renovations Project, which included the renovation of African Square Park. In accordance with Florida statues 287.055, City of Miami Code Section 18.52.3 and City of Miami Ordinances No. 10062 and No. 9572; advertisements to request proposals for professional planning and design services were sent by direct mail and published in newspapers. All projects were advertised as 100% minority set asides. The Certification Committee (appointed by the Commission) and the Competitive Selection Committee (appointed by the City Manager) evaluated the qualifications of these firms which responded and selected the firms most qualified to provide the professional landscape architectural, architectural and engineering services required for this project. The Competitve Selection Committee then presented its recommendation to the City Manager and the City Commission. On August 8, 1988, the City Commission, by Resolution No. 88-761, rejected the recommendation of the Selection Committee and directed the City Manager to -appoint a new committee, including members of the Urban League, for the purpose of evaluating new proposals. The Competitive Selection Process was then repeated in accordance with the State and City regulations itemized above. 88-1048 ! O� Honorable Mayor and Members of the City Commission page 2 The schedule for the new process was as follows: August 18, 1988 A Request for Proposals was advertised. September 9, 1988 Two Proposals were received. October 6, 1988 The Certification Committee certified one of the two proposals. October 11, 1988 The Competitive Selection Committee interviewed the remaining design team, and made its recommendation. Based on the review of these committees, the proposal submitted by Laura Llerena & Associates, Inc. (landscape architects) in joint venture with Hermine E. Ricketts, AIA (architect) and with designated minority subconsultants in the field of engineering (Emilio J. Hospital & Associates, Inc. and Maurice Gray Associates, Inc.) is recommended as the only qualified submittal for the required design consultant services. It is, therefore, recommended that the City Commission approve the attached Resolution based on the findings and recommendations of the Competitive Selection Committee so that we may move forward on this project without further delay. The negotiated agreement will be presented to the Commission as soon as negotiations are completed. ENCLOSURES On October 4, 1988 the City Manager appointed eleven individuals to serve on the Selection Committee to evaluate certified proposals for Design Consultant Services for the African Square Park Renovation Project. As only two proposals were received in response to the advertisement and mailed' solicitations, the Chairperson elected to interview all certifieed respondents in accordance with Section 18-52.3(e)(5) of the City Code. The Cerification Committee certified only one proposal. Under these circumstances, short listing of submittals was not required. The Selection Committee met on October 11, 1988 to interview the certified respondant to determine if it was qualified to perform the needed services pursuant to criteria contained in the Request for Proposal documents. Committee members who attended were: Dianne Johnson, representing the primary using department Parks, Recreation and Public Facilities Eugene Pelaez, registered engineer and representative of the department reponsible for the work, Public Works Juanita Shearer, registered Landscape Architect from the Department of Development Jose Casanova, registered architect from the Planning Dept. Joseph Turturici, representing the Finance Director Roberto Hevia, representing the Director of Building and Zoning Department Adrienne Macbeth, representing the City Manager Howard Gary, representing the Urban League Linda Kearson, legal advisor from the Law Department (non- voting) The following members did not attend or send a representative: T. Willard Fair (Urban Lea ue) and Bill Rosenberg (registered Landscape Architect, citizen . All attending members affirmed that they had no vested interest and/or other financially remunerative relationship with any of the firms or individuals being considered for selection. ASS 048 File Citywide Neighborhood Parks Competitive Selection African Square Park Design page 2 13 t Prior to the review of the proposal and interview, the Committee decided to assess individual selection criteria of the submittal and presentation on a "pass/fail" basis. For those areas where the firm met the criteria, full points (pass) were awarded; no points (fail) where the firm failed to meet the criteria. A simple majority of total passing votes from committee members would mean that the proposal was qualified for selection and would then -be recommended to the City Commission. The only certified proposal was then reviewed and scored "pass/fail" on the following criteria: 1. Demonstration of Creativity and Skill 2. Professional Experience 3. Team organization and Assigned Staff 4. Capability of Team The only certified respondant was given passing scores in all above categories by all members of the Committee. Compliance with submission requirements, b. capability and adequacy of personnel c. past performance in administration and cooperation with clients, d. ability to meet time schedules and budgets, and e. past experience record. Prior to the start of the meeting, the members all affirmed that they had no vested interest an/or other financially remunerative relationship with any of the firms or individuals being considered for selection.
