STATUTES SECTION 287.055, AND CITY OF MIAMI
ORDINANCE NO. 9572, ADOPTED FEBRUARY 10,
1983, WHICH ORDINANCE ESTABLISHED PROCEDURES
FOR CONTRACTING FOR SUCH PROFESSIONAL
SERVICES AND ALSO ESTABLISHED NEGOTIATION
REQUIREMENTS WITH REGARD TO THE FURNISHING OF
SUCH SERVICES.
WHEREAS, there exists in the City of Miami, a severe
shortage of homes within the affordability range of families and
individuals of low and moderate income; and
WHEREAS, on September 25, 1986, the Miami City Commission
authorized the acquisition of a three (3) acre parcel of land
located in the Coconut Grove neighborhood known as the St. Hugh
Oaks Property for the purpose of expanding the availability and
affordability of housing for moderate income families and
individuals, and
WHEREAS, the Miami City Commission on October 23, 1986,
through Resolution No. 86-840, approved the implementation of a
City -Sponsored Scattered Site Affordable Housing Development
Program for the purpose of facilitating the production of sales
housing in the City within the affordability range of qualified
low and moderate income purchasers; and

WHEREAS, on October 2.3, 1986, the Miami City Commission
through Ordinance No. 10165, authorized the issuance of Special
Obligation Bonds in the amount of $4, 290, 000 for the purpose of
providing financing for the construction of owner -occupied
residential dwelling units in the City's Community Development
Target Areas within the affordability range of qualified low and
moderate income purchasers; and
WHEREAS, the City of Miami serving as developer, intends to
develop a thirty (30) unit single family residential sales
housing development on the publicly -owned St. Hugh Oaks Property;
and
WHEREAS, the City will be seeking the professional services
of an appropriately qualified and experienced architectural
consultant to provide, along with subconsulting engineers and
landscape architects, complete design and construction
administration services for this housing development; and
WHEREAS, the City Manager recommends that the development of
the thirty (30) units of residential sales housing on the St.
Hugh Oaks property be designated a Category "B" Project in
accordance with the provisions of Ordinance No. 9572, adopted
February 10, 1983; and
WHEREAS, Ordinance No. 9572 also requires the establishment
of a Certification Committee of not less than three professionals
qualified in the fields of endeavor or practices involved in the
project, to review the qualifications, performance data and
related information provided by those responding to the City's
Request for Professional Services; and
WHEREAS, in order to enhance the expertise of the
Certification Committee, it is desirable to appoint an
appropriately qualified professional from the private sector as
the fourth Certification Committee Member, subsequent to the
receipt of the Proposals, to participate in the Certification
Committee's required activities; and

WHEREAS, the City Manager re commends that: Jerry D.
Gereaux, Director, Housing Conservation and Development Agency,
be appointed as chairman of the Competitive Selection Committee,
in accordance with the provisions of Ordinance No. 9572;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section I. The development of a thirty (30) unit single
family residential sales housing development on the St. Hugh Oaks
property in the Coconut Grove neighborhood is hereby designated
as a Category "B" Project, in accordance with the provision of
City Ordinance No. 9572, adopted February 10, 1983, which
Ordinance established procedures for contracting for certain
professional services and also established competitive
negotiation requirements with regard to furnishing of such
services.
Section 2. The City Manager is hereby authorized to
advertise for the aforementioned professional planning and design
services, and to issue a Request for Proposals for Professional
Services Document related to the procurement of such services, in
accordance with Ordinance No. 9572.
Section 3. A Certification Committee is hereby appointed
consisting of the following City Staff: Allan I. Poms,
registered Architect, Member, American Institute of Architects;
James Kay, registered Engineer, Member, Florida Engineering
Society; Juanita D. Shearer, registered Landscape Architect,
Member, American Society of Landscape Architects.
Section 4. The City Manager is hereby authorized,
subsequent to receipt of the responses to the City's Request for
Proposals for Professional Services Document, to appoint a fourth
member to the Certification Committee, with said person being a
registered architect working in the private sector with no vested
interest and/or financially remunerative relationship with any of

the firms or individuals being considered during the
Certification and Selection process.
Section 5. Jerry D. Gereaux, Director, Housing Conservation
and Development Agency, is hereby appointed as Chairman of the
Competitive Selection Committee, in accordance with the
provisions of Ordinance No. 9572 and Section 287.055 F.S..

It is respectfully recommended that the City Commission adopt the
attached resolution designating as a Category "B" Project the planning
and design of a thirty (30) unit single family residential sales
housing development within the affordability range of moderate income
families on the three (3) acre City -owned St. Hugh Oaks Academy
property. The attached resolution further authorizes the City Manager
to advertise for the acquisition of professional planning and design
services; appointing a Certification Committee of not less than three
appropriately licensed professionals from the city's staff;
authorizing the City Manager to appoint a fourth Certification
Committee member from the private sector subsequent to receipt of the
proposals and appointing Jerry Gereaux, Director, Housing Conservation
and Development Agency as Chairman of the competitive Selection
Committee, all in accordance with Florida Statutes Chapter 287.055 and
City of Miami Ordinance No. 9572 adopted February 10, 1983, which
Ordinance establishes procedures for contracting for such professional
services and also established negotiation requirements with regard to
the furnishing of such services.
BACKGROUND:
The Housing Conservation and Development Agency recommends
ratification of the attached resolution designating as a Category "B"
Project the planning and design of a thirty (30) unit single family
residential sales housing development within the affordability range
of moderate income families on the three (3) acre City -owned St. Hugh
Oaks Academy property. The attached resolution further authorizes the
City Manager to advertise for the required professional planning and
design Services; appointing a Certification Committee of not leas than
three appropriately licensed professionals from the City's staff;
authorizing the City Manager to appoint a fourth Certification
Committee member from the private sector subsequent to the receipt of
proposals and appointing Jerry Gereaux, Director, Housing Conservation
and Development Agency as Chairman of the Competitive Selection
Committee.

In December of 1986, the City acquired a three (3) acre parcel of land
located at Douglas Road and Franklin Street, known as the St. Hugh
Oaks Academy Site, for the purpose of expanding the availability of
housing for moderate income families in connection with the City
sponsored Scattered Site Affordable Homeownership Development Program.
At the February 12, 1988 City Commission meeting, the City
Administration recommended the development of a forty (40) unit low
density townhome project on the St. Hugh Oaks property, in addition to
requesting authorization to retain the services of an architectural
firm for the purpose of providing a preliminary site plan and
schematic drawings for developing property. Through Motion No. 87-
157, the Commission deferred action on staff's recommendation and
instructed the Administration to conduct a townhall meeting in the
Coconut Grove neighborhood for the purpose of securing input from the
residents of the area in developing a proposal which would be
acceptable to the neighborhood.
In March of 1987, two public meetings were held in the Coconut Grove
neighborhood for the purpose of obtaining public input in the
development of an affordable housing development on the St. Hugh Oaks
property. Those groups and individuals represented, overwhelmingly
rejected the development of townhomes or similarly configured housing
on the site as per City staff's recommendation and requested that the
feasibility of a single family (detached) housing development be
explored.
As a result, City staff is now recommending a housing proposal for the
development of the St. Hugh Oaks property which calls for the
construction of thirty (30) single family homes. During the month of
September, 1988, two meetings were held with Coconut Grove
neighborhood organizations and residents for the purpose of discussing
the single family housing proposal. The overall sentiment and
consensus of the neighborhood was positive and favorable relative to
the development of single family homes on the property. The key
aspects of the housing development plan being proposed for the St.
Hugh Oaks property are:
1) 30 single family homes are being proposed for development on
the site (see attached preliminary site plan).
2.) Each home will have 3-bedrooms, 2 1/2 baths, and contain 1,500
square feet of living area (see attached typical).
3) The homes will be situated on 3,075 square foot lots to which
the homebuyers will hold fee simple interest.

4) The common areas of the developed site will be deeded to a
homeowner's association which will be organized to provide on-
going common area maintenance.
5) The projected sales prices of the homes is $67,000, exclusive
of the cost of the lot. (The City Commission will be required
to determine the equitable sales price for the individual lots
and for the common area. The disposition of price of the land
will, in part, determine the income range of the families able
to qualify and purchase the proposed homes).
6) The proposal calls for the City to provide "soft" second
mortgages to the qualified moderate income purchasers of the
homes being proposed. This is necessary in order to maintain a
proper balance between purchaser's income and mortgage related
carrying costs associated with homeownership. First mortgage
home purchase financing will be provided by one or more local
financial institutions.
Should the preliminary housing development proposal for the
development of the St. Hugh Oaks property be accepted to the City
Commission, decisions on several outstanding considerations by the
City Commission will be required in order to proceed with the
development of this housing project. Among the actions the City
Commission will be asked to take are:
1) Approval of the retention of an architectural firm for the
purpose of providing final site plan, schematic and working
drawings for the housing project.
2) Approval of the proposal, including site plan, unit design,
and configuration of the homes, including approval of "down
sized lots" which consist of approximately 3,075 square foot
(an exception to the City Zoning Ordinance will be required in
order to forego the standard City requirement of 5,000 square
foot for single family home construction).
3) Determination by the City Commission of the level of land
writedown and disposition value of the site.
4) Approval of a "second mortgage home purchase pool" for the
purpose of providing second mortgage financing to the
prospective homebuyers.

In view of the critical need for housing opportunities within the
affordability range of moderate income families, it is recommended
that the City Commission approve the use of the City -owned St. Hugh
Oak Academy site for the development of a thirty (30) unit residential
sales housing project within the economic means of moderate income
purchasers. The first step in achieving the development of such
housing on the site involves site planning and project architectural
design consistent with the above stated development objectives.
The attached resolution initiates the professional planning and design
Consultant Selection process as established by Florida Statutes
Chapter 287.055 and City of Miami Ordinance No. 9572, adopted February
10, 1983.
City Commission adoption of the attached resolution is recommended.
