RESOLUTION NO.
A RESOLUTInN ALLOCATING $79,9;00 OF TWELFTH
(12TH) YEAR COMMUNITY DEVELOPMENT BLOCK GRANT
CONTINGENCY FUNDS FOR THE PURPOSE OF
REHABILITATING THE LU14MUS PARK REDEVELOPMENT
PROJECT IN THE DOWNTOWN CITY TARGET AREA,
THEREBY INCREASING THE PROJECT BUDGET FROM THE
CURRENT $147,924 TO A NEW TOTAL PROJECT
ALLOCATION OF $227,424.
WHEREAS, on February 12, 1980, through Resolution No. 80-105
the City Commission authorized the City Manager to submit the
Community Development Block Grant Program Final Statement for
Program Year 1980-81 to the U.S. Department of Housing and Urban
Development; and
WHEREAS, the City Commission adopted Resolution No. 80-190
k on March 19, 1980, thereby authorizing the City Manager to amend
the aforementioned Final Statement according to a new project
allocation; and
WHEREAS, said Final Statement included an allocation of
$250,000 earmarked for rehabilitating Lummus Park as well as for
beautifying the surrounding area in the Downtown target area; and
WHEREAS, $102,076 was transferred to the Community
Development Block Grant Program Year Contingency Activity to
cover cost overrun associated with the implementation of other
eligible activities; and
WHEREAS, the City Commission is committed to rehabilitating
and developing neighborhood parks in the City of Miami; and
WHEREAS, Lummus Park is heavily utilized by the low income
elderly residents of the inner city; and
WHEREAS, the Lummus Park Redevelopment is in need of
additional funds to complete the improvements anticipated for the
project; and
WHEREAS, the Lummus Park Redevelopment project is eligible
for Community Development Block Grant funds; and

WHEREAS, funding in the amount of $79,500 is available from
the Twelfth (12th) Year Community Development Block Grant
Program Contingency funds for park development activities;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF M IAM I, FLORIDA:
Section 1. The amount of $79,500 is hereby allocated in
Twelfth (12th) Year Community Development Block Grant Contingency
funds, for the purpose of covering costs associated with the
rehabilitation of Lummus Park in the Downtown target area,
thereby increasing the Project budget from the current $147,924
to a new total Community Development Block Grant allocation of
$227,424.

RECOMMENDATION:
It is recommended that the City Commission adopt the attached
resolution allocating the amount of $79,500 of Twelfth (12th)
Year Community Development Block Grant Program Contingency funds
to cover costs associated with the redevelopment of Lummus Park
in the Downtown target area.
BACKGROUND:
The Department of Community Development, at the request of the
Planning Department, has analyzed the need of this project for
more funding, and has presented the attached resolution for your
adoption. The Lummus Park Redevelopment Project entails
construction of an entry plaza, new lighting, landscaping, site
furniture, walkways paving, and other amenities in the
surrounding area.
The original allocation for this project was $147,924 of Sixth
(6th) Year Community Development Block Grant funds. After
receiving the project's bids, it has been determined that an
additional allocation of $79,500 from the Community Development
Block Grant Program Contingency account will be required to
complete all improvements anticipated for Phase I of the project.
The cost for Phase I of this redevelopment activity was
anticipated to be less than the $300,000 bid accepted for the
Park.
It is recommended that the City Commission approve the attached
resolution allocating additional funding to the Lummus Park
Redevelopment Project.
