RESOLUTION NO. RS-10'2
A RESOLUTION DESIGNATING THE UNNAMED STREET
RECENTLY BUILT BETWEEN SOUTH MIAMI AVENUE AND
S.W. 1ST AVENUE, DIAGONALLY FROM THE MIAMI
AVENUE BRIDGE TO S.W. 7TH STREET., AS
"TOBACCO ROAD"; FURTHER DIRECTING THE CITY
CLERK TO TRANSMIT A COPY OF THIS RESOLUTION
TO ALL AFFECTED GOVERNMENT AGENCIES.
WHEREAS, a new arterial roadway, presently unnamed, has
been constructed linking the South Miami Avenue bridge over the
Miami River to SW 1 Avenue; and
WHEREAS, the area through which this roadway passes has
historically been the center of entertainment and nightlife
activities related to downtown Miami, and is currently designated
in the Miami Comprehensive Downtown Master Plan as an
entertainment district; and
WHEREAS, the development and economic vitality of the
proposed district will depend upon the creation of a widely known
identity for the district; and
WHEREAS, the practice of naming public roadways for
historically significant places, institutions, and individuals is
an established means of imparting a special identity to areas of
a city; and
WHEREAS, the particular institution known as Tobacco
Road, founded in 1912, is the oldest entertainment establishment
in Miami and an historically significant factor in the regional
identification of Downtown;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The Miami City Commission hereby designates
the unnamed street which has been built between South Miami
Avenue and SW 1st Avenue, diagonally between the South Miami
Avenue Bridge and SW 7th Street, as "Tobacco Road".

Section 2. The City Clerk is hereby directed to transmit
a copy of this resolution to the United States Postal Authority,
the Traffic and Transportation Section of the Metropolitan Dade
County Public Works Department, the Public Works Department and
the Fire Rescue and nspection Services Department.

ENCLOSURES:
It is respectfully recommended that the City Commission adopt the
attached resolution designating the recently built roadway which
links the Miami Avenue Bridge with S.W. 1 Avenue at S.W. 7 Street,
as "Tobacco Road".
BACKGROUND:
The Department of Public Works has received requests for business
addresses from property owners whose properties front on the newly
constructed roadway which carries southbound traffic from the new
Miami Avenue Bridge over to S.W. 1 Avenue. Under the guidelines
set forth in Section 54, Article IV of the City Code, the roadway
should be named "S.W. Miami Avenue Road". However, a street with
that name already exists one block north of the subject road. The
Building and Zoning Department has tentatively designated the road
as "S.W. Southbound Miami Avenue Bridge Road" for permitting
purposes. Such a name would appear to be too confusing and
cumbersome.
The City of Miami has designated the area as an entertainment
district. By designating the thoroughfare with a creative and
colorful name the City would enhance the identity of the district.
The area is the site of a well known early Miami institution,
Tobacco Road, which has served to create an image and identity the
City wishes to promote for the district. The naming of streets
after local enterprises has precedent in Miami. City Hall itself,
sits at the end of a street named after an airline. The name
"Tobacco Road" would enhance the prospects for the development and
economic future of the area.
