DOCK LOCK BOXES FOR THE DINNER KEY MARINA - PIER CONSTRUCTION PROJECT FOR THE DEPARTMENT OF PUBLIC WORKS AT A TOTAL ADDITIONAL COST OF $47,040.00; ALLOCATING FUNDS THEREFOR FROM THE DINNER KEY MARINA-RENOVATION/EXPANSION PROJECT ACCOUNT CODE NO. 414005-319302-830; AUTHORIZING THE CITY MANAGER TO INSTRUCT THE CHIEF PROCUREMENT OFFICER TO ISSUE AN INCREASE TO THE ORIGINAL PURCHASE ORDER FOR THIS EQUIPMENT. WHEREAS, pursuant to public notice, sealed bids were received May 11, 1988 for the furnishing of 250 Dock Lock Boxes for the Dinner Key Marina Pier Construction Project to the Department of Public Works; and WHEREAS, funds for this purchase are available in the Dinner Key Marina-Renovation/Expansion Project Account Code No. 414005- 319302-830; and WHEREAS, these Dock Lock Boxes are an essential and required part of the pier construction project; and WHEREAS, 336 additional Dock Lock Boxes will be required to complete the Pier construction project; and WHEREAS, the cost to refurbishing the old Existing Dock Boxes is higher than the cost of new ones; WHEREAS, the City Manager and the Director of the Department of Public Works recommend that the original purchase order No. 90076 be increased in the amount of $47,040.00; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: CITY COMMISSION MEETING OF NOV 3 1988 RESOLUTION No. 88-10( R:MARNS: 0 ST Secti" 1. The City Manager is hereby authorized to instruct the Chief Procurement Officer to issue an increase to the original Purchase Order for this equipment. Odi Manager RECOMMENDATION DATE OCT 2 '+ 1988 FILE SUBJECT Resolution Authorizing Increase to Original Purchase Order No. 90076 REFERENCES. ENCLOSURES It is respectfully recommended that the City Commission adopt the attached resolution authorizing an increase to the original Purchase Order No. 90076, previously authorized by Resolution No. 88-497. BACKGROUND The Department of Public Works, after receiving and reviewing the bids for furnishing new dock lock boxes for the Dinner Key Marina Project (Bid No. 87-88-0817/), has concluded that it would be in the City's best interest to purchase additional new dock boxes in lieu of refurbishing the remaining existing dock boxes. When the existing dock boxes were originally inspected, a substantial portion of them appeared to be in salvageable condition and it was assumed that the cost of refurbishment would be cheaper than the purchase of new boxes. After each pier was vacated, the existing dock boxes were emptied and reinspected for salvage and most were found to be in need of repair that could not be seen when the boxes were locked and in use. The estimated cost for taking the existing salvageable boxes to the shop, repairing, cleaning, repainting and returning them to the marina is approximately $150 for each dock box. When the City competitively bid the volume purchase of new dock boxes, the lowest price was $140 each. It is obviously best to purchase new dock boxes rather than refurbish the old boxes at a higher cost. Additional dock boxes will be needed by December in order to complete the piers currently under construction. 191 Honorable Mayor and Members of the City Commission The purchase of new dock boxes will have the additional benefit of having greater longevity, lower maintenance costs, standard size and interchangeability and the appearance will be uniform throughout the marina. The installation of the new boxes is included in the pier construction contract. The existing useable dock boxes can be installed at other City Marina facilities or sold for salvage. The low bid for the purchase of 250 dock boxes was $140 each which was well below the original estimated cost of $275 for each box. New dock boxes have been installed on the first two piers and the quality has been very good. In fact, the supplier (who is also the manufacturer) has upgraded the box at no extra cost to better fit the new pier installation. The low bidder is a local firm, Quality Fiberglass Products, Inc. and this firm is a Hispanic minority vendor. Since time is of the essence and we have received excellent competitive bids from a local minority owned firm that is performing well and on time, it is recommended that the existing purchase order be increased for 336 additional new dock boxes to complete the project. There are funds in the project budget to cover the additional cost. W
