SS--1 1 1 t~ A RESOLUTION CONCERNING THE. 1989 COCONUT GROVE ART FESTIVAL TO BE HELD FEBRUARY 18, 19 AND 20, 1989 IN PEACOCK, MEYERS PARKS AND VICINITY, AUTHORIZING THE CLOSURE OF DESIGNATED STREETS TO THROUGH VEHICULAR TRAFFIC AND ESTABLISHING A TEMPORARY PEDESTRIAN MALL SUBJECT TO THE ISSUANCE OF PERMITS BY THE DEPARTMENTS OF POLICE AND FIRE, RESCUE AND INSPECTION SERVICES; FURTHER ESTABLISHING AN AREA PROHIBITED TO RETAIL PEDDLERS DURING THE PERIOD OF SAID EVENT; AUTHORIZING A THREE DAY PERMIT FOR THE SALE OF BEER AND WINE SUBJECT TO THE ISSUANCE OF ALL PERMITS REQUIRED BY LAW DURING THE EVENT; FURTHER CONDITIONED UPON THE REQUIREMENT THAT THE CITY WILL BE INSURED AGAINST ANY POTENTIAL LIABILITY, AND UPON THE ORGANIZERS PAYING FOR THE NECESSARY COSTS OF CITY SERVICES ASSOCIATED WITH SAID EVENT. BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. In order to effectuate safe passage and establish a temporary pedestrian mall during the 1989 Coconut Grove Art Festival to be conducted by the Coconut Grove Association, the following streets are hereby closed to through vehicular traffic from Midnight on February 17, 1989 through 8:00 P.M. on February 19, 1989: South Bayshore Drive from Charthouse Drive to McFarlane Road. McFarlane Road from South Bayshore Drive to Grand Avenue. Included in the herein closure are all streets, avenues, alleys, ways and thoroughfares which intersect the enumerated areas d elineate(9 in this Section. Section 2. Such closing of streets is subject to the issuance of permits by the Departments of Police and Fire, Rescue and Inspection Services. Said permit from the Department of Police is to be issued upon the full approval of the Chief of Amended By R CITY COMMISSION 1ZEET111G 01 NOV i a 1988 f38-11�'� Police after giving all due consideration to the safety and traffic neegls of residents, businesses, and religious institutions in the area for entering and crossing through said arterials and upon the favorable exercise of the City Manager's judgement predicated upon all factors set forth herein. Section 3. Pursuant to the provisions of City Code Section 39-13, all retail peddlers occupational. licenses issued under the provisions of Chapter 31 of the City Code, as amended, will not be valid on February 17, 18, and 19, 1989, during the hours of the event on said closed streets, and on all intersecting streets for two blocks in all directions. Section 4. upon the issuance of a temporary permit by the Florida Department of Business Regulation, Division of Alcoholic Beverages and Tobacco, to sell beer and wine, and pursuant to the City Code, the request of the organizers to sell beer and wine for a three-day period in connection with the Coconut Grove Arts Festival on February 17, 18, and 19, 1989 is hereby granted in compliance with Ordinance 9777, further subject to the issuance of all permits required by law. Section 5. Such authorizations are hereby conditioned upon the organizers obtaining insurance requirements as mandated by the City of Miami and paying for all necessary costs of City services. The purpose of the appearance is to request street closures and permission to sell beer during the 26th Annual Festival, to be held February 18, 19, and 20.
