A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF MIAMI, FLORIDA, WITH ATTACHMENTS,
AUTHORIZING THE CITY MANAGER TO NOMINATE A
PORTION OF CENTRAL MIAMI "FEDERAL ENTERPRISE
ZONE" AND COMMITTING THE CITY OF MIAMI TO A
COURSE OF ACTION PURSUANT TO THE FEDERAL
REGISTER 24 CFR PART 596; SUBSECTION C
596.200 AND 596.202; DIRECTING THE CITY CLERK
TO FORWARD A CERTIFIED COPY OF THIS
RESOLUTION TO THE METROPOLITAN DADE COUNTY
COMMISSION AND THE FLORIDA DEPARTMENT OF
COMMUNITY AFFAIRS FOR FORWARDING TO THE
OFFICE OF THE ASSISTANT SECRETARY FOR
DEVELOPMENT, U.S. DEPARTMENT OF HOUSING AND
URBAN DEVELOPMENT; FURTHER AUTHORIZING AND
DIRECTING THE CITY MANAGER TO FILE AN
APPLICATION FOR FEDERAL ENTERPRISE ZONE
DESIGNATION AS SET FORTH HEREIN.
WHEREAS, the City Commission of the City of Miami has
established that economic and community development of distressed
areas is a public purpose and that local residents and private
sector should be assisted in revitalizing such areas; and
WHEREAS, the City of Miami desires to participate in the
Federal Enterprise Zone Program (Federal 25 CFR Part 596;
Subsection C 596.200) to induce the investment of private
resources in productive business enterprises located in
distressed areas; and
WHEREAS, there exists an area, described below in
Exhibits "A" and "B", within the corporate boundaries of the City
of Miami which contains a number of commercial buildings which
are deteriorating, as well as a number of substandard housing
units which contribute to ill health and other potential dangers
for their residents; and
WHEREAS, the rehabilitation and/or redevelopment of the
affected areas is in the best interest of the public health,
safety, morals and welfare of the residents of the City of Miami;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:

Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
hereto and are incorporated herein as if fully set f.�-,rt.h in this
section.
Section 2. The area outlined by the boundaries listed in
Exhibit "B" and illustrated by the map entitled "The Proposed
Central Miami Federal. Enterprise Zone" (Exhibit "A"), is hereby
nominated for designation as a federal approved enterprise zone
pursuant to Federal Register 24 CFR Part 596; Subsection C
596.200.
Section 3. The City Commission of the City of Miami hereby
requests of the Dade County Commission that the area identified
in Exhibit "B" as the proposed Central Miami Federal Enterprise
Zone be submitted for approval by the Secretary of the Department
of Community Affairs of the State of Florida for transmittal to
the Office of the Assistant Secretary for Development, U.S.
Housing and Urban Development to certify this area as eligible
for the benefits contained in Subpart B-Section 596.2, 24 CFR
Part 596 (1987).
Section 4. The City Commission of the City of Miami hereby
commits the City of Miami to the following four (4) Elements of
Course of Action in the Federal Enterprise Zone (Subpart C -
Section 596.202, 24 CFR Part 596 (1987):
(1) Metropolitan Dade County will be the entity
accomplishing the reduction of tax rates, fees, or
user charges applying within the enterprise zone;
(2) Involvement of public authorities or private
entities, organizations, neighborhood associ-
ations, and community groups, particularly those
within the nominated area, including a written
commitment to provide employers, employees and
residents of the nominated area:
(a) Jobs and training;
(b) Technical assistance;
(c) Financial assistance; and
(d) Other assistance;

(3) The giving of special contract preference to
businesses owned and operated by members of any
minority; and
(4) The gift (or sale at below fair market value) of
surplus land in the enterprise zone to
neighborhood organizations agreeing to operate a
business on the land.
Section 5. The City Clerk is hereby directed to forward a
certified copy of this Resolution to the Metropolitan Dade County
Commission and to Thomas Pelham, Secretary of the Florida
Department of Community Affairs. The City Manager is hereby
authorized and directed to file an application for Federal
Enterprise Zone designation, as set forth herein.

It is recommended that the City Commission approve the nomination of the
Central portion of the City of Miami as a Federal Enterprise Zone and commit
to a Course of Avtion, authorizing the City Manager to send this nomination to
the Florida Department of Community Affairs for forwarding to the office of
the Assistant Secretary for Development. U.S. Department of Housing And Urban
Development (RUT)).
AACKGROUND
This memorandum explains the rationale for nominating the Central portion of
the City of Miami a Federal Enterprise Zone. The attached resolution aske
that the Florida Department of Community Affairs accept the nomination and
pass the request along to the office of the Assistant Secretary for
Development, HUD.
The Federal Enterprise Zone Development (Title VIZ) of 1967 (Irederal Register
24 CFR Part 596) estmblished the federal Enterprise Zone program. The federal
program is unlike the state one in that it provides no benef.ts and does not
specify a maximum zone population. Also, is does not guarantee the City of
Miami a zone designation, but requires the City`s nominated areas to compete
with other cities based on various measures of distress, including population
loss, poverty, and unemployment. Though this designation will not immediately
provide for any direct benefits or redevelopment incentives on the Federal
level at this time, such benefits may be provided within the next few years.
This application will allow us to compete with other cities using nur said
designation, A total of sixty-seven (67) zones I11Itiunwide will be approved.
The proposed zone area was configured to include lower income neighborhoods in
Little Havana, Wynwood, and Overtown, as well as commercial districts in the
Downtown and Civic Center areas. These neighborhoods were the fnnst
socioeconomically distressed, according to the HUD criteria, and hence give
the City of Miami its best chance to obtain a Federal Enterprise designation.
The proposed Federal Enterprise Zone is located mainly Within the Btwte
Enterprise Zone (see attachment) but will also include Downtown, Watson
Island, and the portion of the Port of Miami which is within Census Tract
37.02 and the Great Neighborhood (old San Juan) in Wynwood. These additions
however are within the Census Trnct approved for state designation.

The City must agree in writing to the four specific provisions of the Course
of Action that will be carried out by the local government. The Course of
Action is outlined in the Federal Register, specifically, 24CFR Part 596,
Enterprise Zone Development Trial Rule requirement for nomination.
The four (4) elements within the course of action selected by the local
government are designed to reduce the various burdens borne by employees in
the nominated areas and r_n promote community revitalization.
Course of Action
1. A reduction of tax rates, fees or user charges applying within the
Enterprise Zone.
Procedure
1." Metropolitan Dade County as part of the State Enterprise Zone has already
implemented and/or authorize the reduction of any tax benefits or fees as
it relates to the State Enterprise Zone area, which basically has the same
boundaries with the exception as stated before.
Course of Action
2. Involvement of public authorities or private entities, organization,.
neighborhood associations, and community groups, particularly those within
the nominated area, including a written commitment to provide employers,
employees and residents of the nominated area; a) .lob Training b)
Technical Assistance (•.) Financial Assistance and/or d) other assistance.
Procedure
2. Both. Metropolitan Dade County and the City of Miami, presently contract
with Neighborhood Community Rased Organizations for the purpose of
providing commercial and e,-onomic development activities within the target
area.
In addition. both governments also provide funding to local quasi —public
lending tnstttuttons for the purpose of providing financing to small
.and/or disadvantage businesses within the respective target areas.
Course of Action
3. The giving of special contract preference to businesses owned and operated
by members of any minority; and

3. The City of Miami Commission adopted Ordinance No. 10062 which established
a Minority and Women Business Affair Procurement Program; further setting
n goal of awarding at least 51% of the City's total annual dollar volume
of all procurement expenditures to businesses owned by Blacks (17%)
Hispanics (17%), and Women (17%).

Procedure
4. The City of Miami. has previously donated land to community based groups in
various target areas for a multiplicity of projects. Projects such as
strip -shopping centers, and 'a mixed -use office and retail complexes has,
been developed as a result of the City"s contribution.
The Department of Community Development has worked with the Department of.
Planning to outline an area which could benefit the most from the federal
program. The Central City area and surrounding neighborhoods, if given a
federal designation, would then be positioned to take advantage of subsequent
federal benefits.
