SS-10 " A RESOLUTION ESTABLISHING SPECIAL CHARGES FOR THE USE OF THE ORANGE BOWL STADIUMS PARKING LOTS FOR CERTAIN SPECIAL EVENTS AS DELINEATED HEREIN; AUTHORIZING THE CITY MANAGER TO EXECUTE THE NECESSARY AGREEMENT(S) WITH THE SPONSORS OF SAID EVENTS; AND DIRECTING THE CITY MANAGER TO MAKE RECOMMENDATIONS AS TO PERMANENT RATES AND/OR RATE CHARGES FOR THE USE OF CITY STADIUMS AND THEIR GROUNDS IN THE FORM OF AN ORDINANCE AT THE EARLIEST DATE POSSIBLE. BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The following rates are hereby established for the use of the Orange Bowl Stadium Parking Lots: $1.00 per space per day for commercial events and/or sponsors including, without limitation, Auto Tent Sales held by Esscorp, Inc., Southeast Toyota, Inc., Expressway Toyota, Inc. and Ron Fleet & Associates, Inc. $0.50 per space per day for non-profit events and/or sponsors including, without limitation, religious revivals conducted by Iglesia Jesucristo Todopoderosa, Inc. and Carnivals conducted by the Kiwanis International, Inc. and by W. H. Hardin, Inc. d/b/a Southeastern Show as a benefit to the City's Programs for the Handicapped. Section 2. The City Manager is hereby authorized to execute the necessary agreement(s) with the sponsors of said events. Section 3. The City Manager is hereby directed to study and make recommendations to the City Commission as to the permanent rates and/or rate changes for the use of City stadiums and their grounds at the earliest date possible. Resolution Setting Rates for Orange Bowl Puking Lot Event@ REFERENOER ENGLOSUARS It is respectfully recommended that the City Commission adopt the attached resolution establishing special rates for Orange Bowl Stadium parking lot events and authorizing the City Manager to execute the necessary use agreement(s) with event sponsors. Background As part of the overall review of departmental policies and procedures, the Department of Parks, Recreation and Public Facilities (DPRP) has begun to analyze the rates charged for events held at Orange Bowl Stadium parking lots. The fact that events of this type have been important contributors to the Department of Parks Recreation and Public Facilities' revenue flow can be illustrated. by the fact that since January, 1987, the City has earned approximately $62,386 from the rental of the stadium parking lots. It should be noted that historically, the Department of Parks, Recreation and Public Facilities has charged a rate of $1.00 per parking space per day for commercial (for -profit) events and $0.50 per space per day for non-profit events. These rates have been multiplied by the vehicle capacity for the particular lot requested to arrive at a total fee to be charged for the event. For example, the North Lot #2, with a capacity for 500 cars, is most often requested by auto dealers and their associates for auto tent sales. Typically, the rental of such lot would subject such a user to a rate of $500 per day ($1.00 commercial rate x 500 capacity - $500). Also, lots are used frequently by such organizations as the Kiwanis International for fund-raising carnivals and by religious groups for revivals. As a result of the fact that the number of requests for use of these lots appear to he increasing and that fees to be charged are not completely covered in existing City Code sections, staff has found the need to formalize these rates. We are proposing as a temporary measure, to continue to utilize the above mentioned rates of $1.00 and $0.50 for several events that have already been scheduled or are in the process of being planned. 89-109Fi /(3-1 1 i NOV- 9--88 WED 1 1 t46 PARKS REC. Parks, Recreation and Public Facilities will continue to review the existing rates.
